About The Position

The Program Manager / Task Order Manager plays a critical role in ensuring successful delivery of federal government services and maintaining strong customer relationships. Through effective contract execution, operational leadership, financial stewardship, and continuous improvement, this position directly contributes to customer satisfaction, contract retention, revenue growth, and organizational success.

Requirements

  • Proven experience managing federal contracts, IDIQ vehicles, and task orders, with the ability to build strong customer relationships and effectively lead program teams.
  • Strong communication, analytical, problem-solving, and organizational skills are essential, along with the ability to manage budgets, resources, performance, and competing priorities in a deadline-driven environment.
  • Bachelor’s degree in Business Administration, Management, Engineering, Information Technology, or related field.
  • Minimum five (5) years of experience managing federal government contracts, task orders, or complex programs, including IDIQ contracts and multiple simultaneous task orders.
  • Experience managing customer relationships, contract performance, subcontractors, and teaming partners, with knowledge of federal contracting processes and government customer expectations.
  • Experience supporting federal civilian or defense agencies and managing fixed-price, time-and-materials, and labor-hour task orders.
  • Experience with government reporting systems and contract management tools.
  • Knowledge of federal government contracting, IDIQ contract vehicles, task order management, contract administration, SOW/PWS requirements, and government customer relationships.
  • Experience with program and project management, budgeting, financial analysis, risk management, quality assurance, performance measurement, reporting, dashboards, and process improvement.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Teams, with strong written, verbal, problem-solving, and executive presentation skills.
  • Ability to manage multiple concurrent programs and competing priorities, lead cross-functional teams without direct authority, build effective relationships, make sound business decisions, and maintain attention to detail in a deadline-driven environment.

Responsibilities

  • Manage the day-to-day execution of assigned federal contracts, IDIQ vehicles, and task orders, serving as the primary operational point of contact for government customers and stakeholders.
  • Ensure contract requirements, milestones, deliverables, SOW/PWS/SOO requirements, and performance objectives are met through effective program plans, schedules, staffing plans, and performance tracking.
  • Coordinate task order startup, transition activities, and ongoing operational execution.
  • Build and maintain strong relationships with federal customers and stakeholders through regular meetings, status reviews, performance discussions, and timely responses to requests and issues.
  • Monitor contract performance against requirements, SLAs, KPIs, and quality standards while ensuring accurate and timely deliverables, reports, invoices, and documentation.
  • Coordinate with Contracts and Finance to maintain compliance with contract terms and government regulations and support audits, reviews, inspections, funding, invoicing, forecasting, and financial reporting.
  • Monitor task order budgets, labor utilization, profitability, funding, burn rates, staffing levels, and resource requirements; identify financial risks and develop mitigation strategies.
  • Ensure resources are aligned with contract requirements and customer expectations.
  • Provide leadership and direction to program teams, coordinating staffing, onboarding, training, and workforce planning.
  • Partner with Human Resources and operational leaders to address staffing and employee performance needs while promoting accountability, collaboration, and a customer-focused culture.
  • Ensure employees have the tools, resources, and support needed to successfully perform contract requirements.
  • Identify, assess, and manage program risks, issues, and dependencies; develop mitigation and corrective action plans and escalate critical issues as needed.
  • Lead problem-solving efforts involving internal teams, customers, and subcontractors.
  • Coordinate subcontractor and teaming partner activities, monitoring performance, deliverables, compliance, communications, and issue resolution.
  • Prepare program status reports, performance dashboards, executive briefings, and customer reports while maintaining accurate program documentation, schedules, action items, and performance records.
  • Identify opportunities to improve operational efficiency, service delivery, and customer satisfaction and implement program management best practices and lessons learned.
  • Support proposal development, task order responses, and contract growth initiatives in collaboration with Business Development and Capture teams.
