About The Position

The Program Supervisor III provides experience-based competencies and administrative assistance to further efforts of the program staff to fulfill the contracted goals and objectives. This role serves as an operations supervisor for larger programs, programs serving clients with multiple co-morbidities, or programs providing multiple services, which may operate across multiple sites. Program leaders are responsible for meeting all program contractual daily Key Performance Indicators, including daily program numbers, data quality input, note-taking, exit indicators, and services provided.

Requirements

Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications.
Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental-illness, substance abuse, recently released from incarceration and other challenges.
Associate’s degree or a combination of relevant education and experience (2 years).
One year of post-graduate work in Social Services (3 years total experience if no degree).
18 Months of supervisory experience in a social services organization (leading programs, projects, or staff).

Nice To Haves

Master of Social Work or discipline related to Program services.
Prior experience as a supervisor or team leader managing (10) or more individuals.
Experience with managing public contacts (e.g. HUD ESG, SAMHSA).
Experience with report development for public funders.
Knowledge about community resources.
Experience with HMIS and other relevant databases used by partner service providers.
Ability to work with people from various backgrounds and/or limited English capabilities.

Responsibilities

Achieve grant objectives by supervising the program staff, providing expertise, and monitoring service delivery, while providing information to the Director, highlighting progress in reaching goals.
Provide direct supervision of professional and operational staff.
Spend the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff.
Act as an advisor and mentor to staff, while performing organizational tasks.
Analyze and resolve problems, interpret policy, and demonstrate solid subject matter knowledge.
Conduct weekly case conferencing and monthly case file audits with staff to assist participant progress and assure records are complete and accurate.
Monitor program compliance to VOALA policies and required procedures; maintain documentation of all program procedures.
Assist Director with implementing policies, procedures, and forms that facilitate the effective operation of intensive case management and delivery of high-quality services – train and mentor staff.
Oversee program assets and budget, and manage asset protection measures.
Coordinate outreach and collaboration efforts with community partners and stakeholders.
Responsible for day-to-day Program efforts, providing guidance and supervision for staff, budget oversight, project timelines, and anticipated outcomes.
Effectively plan workload of subordinate individuals and programs; budget, deploy, and organize resources.
Keep and maintain appropriate records of all services provided to clients, in both hard (paper) and soft (electronic) files, ensuring records are accurate and matching; report regularly to Director progress of project timelines.
Collaborate with other service providers to link various programs to community resources and supportive services.
Keep comprehensive records of compliance with Funder and Regulatory requirements.
Responsible for case management team’s development through training, policy and procedure, structured supervision, and learning collaboratives.
Identify better, faster, more efficient ways to achieve program goals and objectives.
Community Outreach.
As service providers to the underprivileged and vulnerable in our community, all employees are considered Mandated Reporters, and must report any instance of physical or sexual abuse to proper authorities.
