About The Position

This position serves as the HR liaison for the Division of Highways, ensuring efficient administrative services across 14 divisions, Highway Operations, Field Support, Preconstruction, Division of Planning and Programming, Facilities, Mobility and Safety. It acts as a key liaison between the Chief Engineer’s Office and internal and external stakeholders, supporting management with budget, HR-related, and other administrative functions. The role involves interpreting and applying State and NCDOT personnel policies, procedures, guidelines, and regulations, including salary administration. It reviews all personnel-related documents for compliance, advises management on personnel issues, and works with the DOT Human Resources office to provide guidance on hiring, salary administration, and disciplinary actions. The position also reviews hiring packages, reallocation requests, position transfers, and supervisory changes for DOH. It assists employees and management with creating, revising, implementing, interpreting, and disseminating personnel policies and procedures related to employee benefits, FMLA, Workers Comp, recruiting, scheduling orientation, and tracking vacancies through the Beacon system. Additionally, it makes administrative budgetary decisions, prepares HR and budget reports, manages the NCVIP Program, and serves as Training, BSIP, and IT Coordinator. The role includes backup responsibilities for P-card and Travel Administration.

Requirements

  • Significant working knowledge of the policies, procedures, programs, and organization of the Department of Transportation.
  • Comprehensive knowledge and understanding of principles and practices of personnel, public, and business administration.
  • Thorough knowledge and understanding of personnel policies and practices.
  • Ability to exercise judgment and discretion in applying and interpreting policies and procedures.
  • Considerable knowledge of purchasing and accounting practices and procedures.
  • Comprehensive knowledge and understanding of how to use computer systems including SAP modules, BEACON, Workday, LMS, and other NCDOT systems.
  • Strong knowledge and understanding of the laws and statutes related to government financial operations.
  • Ability to gather, organize, and analyze financial information and other data.
  • Ability to review, examine, and prepare documents.
  • Ability to plan and direct fiscal activities.
  • Ability to train and assist employees in business operations.
  • Strong interpersonal skills to establish collaborative working relationships within the agency and with outside contacts.
  • Ability to communicate information, general guidelines, and standard procedures.
  • Considerable knowledge of the principles, procedures, and state guidelines governing record management.
  • Ability to manage, plan, assign, and review the work of others.
  • Considerable knowledge of office management practices, letter composition, and effective communication skills both oral and written.
  • Organizational skills to organize workflow.
  • Ability to perform, manage, and coordinate administrative tasks, research, interpret, and analyze DOT policies and procedures, and make appropriate decisions.
  • Ability to solve problems.
  • Ability to train other administrative staff in the office practices of the Chief Engineer's office.
  • Bachelor’s degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.

  • Experience using Microsoft Office Word, Excel; Outlook Mail and Calendar, SAP.
  • Experience gathering and analyzing data/information and composing technical and administrative reports.

Responsibilities

  • Assist DOH employees and management with personnel policies and procedures related to employee benefits, FMLA, Workers Comp, recruiting, orientation, and vacancy tracking.
  • Make administrative budgetary decisions regarding budget expenditures and line-item transfers.
  • Prepare various HR and budget reports for management.
  • Manage the NCVIP Program for the DOH.
  • Serve as Training, BSIP, and IT Coordinator.
  • Serve as backup P-card Administrator, including reconciling transactions and preparing reports.
  • Serve as backup Travel Administrator, entering, reviewing, and approving expenses.
  • Perform other duties as requested.
