About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Program Specialist VII in the Central Support unit within Operations Management. The Operations Management division provides oversight of technology systems and operational processes that support the operation of the Medicaid program such as provider enrollment, claims processing, service authorization support, contract oversight, and electronic visit verification. The Central Support unit is responsible for coordinating a variety of activities including: audit coordination; information system ownership; emergency and disaster response; business continuity operations; open records requests; training delivery; and policy and procedure development. Central Support also provides administrative support for the Health Insurance Premium Payment (HIPP) program. The Program Specialist VII will act as the senior analyst in the Central Support unit within Operations Management. This position will perform highly advanced (senior-level) consultative and technical program assistance work as the lead for these activities and other special projects as needed. This position will oversee and coordinate all training activities, prepare presentations, develop technical documentation, perform research and analysis, communicate findings and make recommendations on complex program initiatives. The ideal candidate can develop goals and strategies for new and planned initiatives; demonstrate progress in meeting goals; solve complex problems; interpret policies and procedures; serve as a lead worker providing direction to others; and communicate effectively. Must be able to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university (six years of relevant work experience in the health and human services field may be substituted for this four-year educational requirement).
  • Three years of full-time work experience in the health and human services field (a master’s degree may substitute one year of work experience).
  • Experience developing and maintaining training materials and business plans.
  • Experience preparing project or decision materials for leadership level consideration.
  • Experience developing formal correspondence, reports, or other documents on behalf of HHSC, or similar, leadership.
  • Knowledge of Medicaid and CHIP programs.
  • Knowledge of acceptable and appropriate management and strategic planning techniques, to include analysis, planning, measurement and achievement of established goals.
  • Knowledge of training principles and practices.
  • Knowledge of webinar platforms such as Microsoft Teams and GoTo Meeting.
  • Knowledge of federally or state declared disaster response activities.
  • Skill in researching, developing, analyzing, and evaluating complex program and policy issues.
  • Skill in collecting and analyzing complex data, evaluating information, and drawing logical conclusions in a prescribed report format.
  • Skill in presenting complex concepts and information.
  • Skill in managing multiple, sometimes conflicting, priorities without jeopardizing deadlines or system milestones.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to communicate effectively both orally and in writing.

Responsibilities

  • Performs highly advanced (senior-level) consultative services and technical assistance work.
  • Assists the Central Support Manager with daily operations and with overseeing a variety of operational functions and initiatives and may supervise the work of others at the manager’s request.
  • Completes complex research assignments and interprets federal and state regulations using advanced analytical skills.
  • Acts as the point of contact for open records requests related to Operations Management business, coordinates with vendors and internal teams to respond to open records requests, reviews and synthesizes data for open record requests.
  • Maintains process and procedure documentation for open records, training development and disaster response.
  • Supports staff development by offering clear and patient technical assistance, and serves as a liaison between Operations Management and other MCS business areas.
  • Acts as the primary Training Specialist in MCS Operations Management and will perform highly advanced consultative services and technical assistance work for internal business areas.
  • Facilitates external training as needed.
  • Provides high-level technical assistance and creates efficiencies where opportunities occur.
  • Acts as a train-the-trainer resource for Operations Management teams.
  • Serves as a lead worker providing direction to others and will serve as the primary training resource for developing MCS Operations Management internal training templates and materials.
  • Oversees vendor training development and assist with technical writing for policies and communications.
  • Acts as the primary point of contact representing Operations Management during state or federally declared disasters.
  • Actively serves in a supporting role to meet the agency’s obligations for disaster response and continuity of operations.
  • Collects and disseminates information related to disaster response, works to determine impacts to Operations Management business operations; reports on recommended actions based on divisions determined impacts; tracks assignments and deliverables; prepares responses to requests for information and emergency situation reports.
  • Provides leadership, direction, and project management for special projects for Health Insurance Premium Payment (HIPP) program oversight and vendor coordination.
  • Acts as a backup to the Operations Management legislative liaison during the Texas Legislative Session.
  • Monitors and oversees vendor contract key performance measures.
  • Performs other duties as assigned related to Central Support operations.
