About The Position

Performs advanced consultative services and technical assistance work related to the Texas Resilience and Recovery (TRR) service delivery system and community-based behavioral health services. Work involves planning, developing, implementing, monitoring, and evaluating major agency programs and initiatives; interpreting program requirements; developing statewide guidance; and providing consultative services and technical assistance to program staff, governmental entities, contracted providers, community organizations, and other partners. Provides leadership and subject matter expertise regarding TRR services, utilization management, service delivery, program implementation, quality improvement, and performance monitoring. The position works with Local Mental Health Authorities, Local Behavioral Health Authorities, state hospitals, community behavioral health providers, managed care and other system partners, and appropriate internal agency divisions. May serve as a lead worker by coordinating projects, providing technical direction, reviewing work products, and supporting staff development. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Must have a bachelor's degree at minimum.
  • Knowledge of community-based behavioral health service systems, TRR services, utilization management, program administration, contract monitoring, and quality improvement.
  • Knowledge of applicable federal and state laws, rules, regulations, policies, grants, contracts, and agency requirements.
  • Skill in analyzing programmatic, fiscal, utilization, performance, compliance, and operational information.
  • Skill in interpreting complex requirements and developing policies, procedures, guidance, reports, memoranda, presentations, and contract language.
  • Skill in consultation, facilitation, training, project coordination, stakeholder engagement, problem solving, and written and oral communication.
  • Ability to plan, organize, implement, monitor, and evaluate major statewide programs and projects.
  • Ability to identify risks, evaluate alternatives, develop sound recommendations, and exercise initiative and independent judgment under limited supervision.
  • Ability to establish and maintain effective working relationships with agency staff, governmental entities, providers, contractors, and community partners.
  • Ability to provide technical direction and serve as a lead worker when assigned.

Responsibilities

  • Provides advanced consultative services, technical assistance, and subject matter expertise related to TRR services and associated behavioral health programs.
  • Plans, coordinates, and supports statewide implementation of program requirements, service delivery expectations, and utilization management processes.
  • Responds to complex program inquiries; identifies operational barriers, trends, and training needs; and develops practical options and recommendations.
  • Provides routine and targeted technical assistance to internal and external representatives and facilitates statewide calls, workgroups, trainings, and other stakeholder activities.
  • Administers assigned TRR programs, projects, grants, and contracts.
  • Monitors provider performance, deliverables, service data, expenditures, and compliance with applicable program and contract requirements.
  • Collects, validates, and analyzes programmatic, fiscal, utilization, and performance information to assess progress, identify trends and risks, and inform technical assistance, quality improvement, and management decisions.
  • Communicates findings and required follow-up, tracks resolution, and escalates significant or unresolved concerns to the appropriate manager.
  • Plans, develops, implements, evaluates, and revises statewide program guidelines, policies, procedures, tools, forms, performance measures, contract language, and technical guidance related to TRR services.
  • Interprets statutes, rules, regulations, policies, contracts, and program requirements and develops policy interpretation memoranda and other written guidance.
  • Coordinates quality assurance and continuous improvement activities, identifies areas requiring change, and develops recommendations to improve consistency, accountability, service quality, and outcomes.
  • May participate in the development or revision of Texas Administrative Code rules, policies, regulations, grants, and contracts.
  • Researches, analyzes, drafts, reviews, and coordinates communications regarding assigned programs and projects.
  • Represents the program at meetings, conferences, workgroups, and stakeholder forums and briefs management and leadership regarding activities, risks, emerging issues, and recommended actions.
  • Coordinates program activities associated with procurements, solicitations, needs and capacity assessments, Requests for Proposals, Requests for Applications, planning meetings, document development, review activities, and timelines.
  • Provides TRR subject matter expertise in the development of scopes of work, deliverables, performance standards, reporting requirements, and evaluation criteria.
  • Collaborates with program, procurement, contract, fiscal, legal, and other appropriate staff to promote consistency with applicable state and federal requirements and agency policies and procedures.
  • Coordinates program and project compliance reviews, risk assessments, and follow-up activities with appropriate agency staff and external partners.
  • Analyzes programmatic, fiscal, utilization, and performance information to identify compliance concerns, potential risks, systemic issues, and areas requiring additional monitoring or technical assistance.
  • Develops or coordinates recommendations, corrective action activities, and risk mitigation strategies; evaluates responses and supporting documentation; maintains appropriate records; and escalates significant or unresolved issues in a timely manner.
