Under the supervision of the Office of Guardianship Services Director, the Program Specialist V: Performs advanced (senior level) consultative services and technical assistance work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Employee may: - Consult with public and private agencies involved in the programs to resolve problems, identify training needs, and discuss program effectiveness. - Analyze performance data to help ensure compliance with program policies and procedures, statutes, and rules; and recommend corrective action(s) as needed. - Analyze legislation to develop recommendations for policy in programmatic issues related to the implementation, improvement and/or expansion or reduction of program funding. - Analyze the application of and variations within program to develop action plans for improving or initiating new programs. - Develop program policies, procedures, standards, and manuals in accordance with program objectives and goals.

Requirements

  • Experience in a field related to the agency program.
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
  • Experience and education may be substituted for one another.
  • Knowledge of local, state, and federal laws related to the program area: public administration techniques; training, and marketing techniques; and program management processes and techniques.
  • Skill in identifying measures or indicators of program performance an in the use of a computer and applicable software.
  • Ability to gather, assemble, correlate, and analyze facts; to devise solution sot problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate effectively.
  • Knowledge of management techniques; statistical analysis processes; budget processes; and research techniques
  • Ability to provide guidance to others.
  • Ability to serve as lead worker providing direction to others.
  • Must pass a name-based background check upon hire and an FBI fingerprint check conducted by the Judicial Branch Certification Commission, JBCC, and every two years thereafter.
  • Must obtain and maintain Guardianship Certification through the JBCC within one year of employment.

Responsibilities

  • Plans, prioritizes and performs a variety of technical, training, research, planning, policy, program assessments and administrative activities for the guardianship services program including assisting with the delivery of services and creates efficiencies where opportunities occur.
  • Manages the Texas Department of Public Safety, DPS, Name-Based search account for the Guardianship Services program. Serves as the team lead and the primary contact with Texas DPS. Responsible for training staff on the background check process, procedures, and policies are maintained and updated as necessary to ensure all statutory requirements are met. Serves as the lead audit coordinator during Texas DPS audit and provides professional written responses to areas of concerns or needing supplemental information. Conducts background check searches as requested.
  • Supports management in annual quality assurance reviews, follow-ups and plans of correction, and provides senior-level advice by interpreting policy, procedures, rules, regulations and standards related to the program/s. Supports management in transfer of cases ensuring documentation and forms are thoroughly completed.
  • Assists management with developing program initiatives, policies, procedures, standards, manuals and planning program activities. Assists management with researching medically challenging cases and gathering and preparing material on client healthcare outcomes.
  • May assist with conducting monthly status contact visits with clients located throughout the State of Texas and other duties as assigned.
