About The Position

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of departments, service areas, and locations throughout the County, should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium. The current vacancies are in Ukiah. Under general supervision, Program Specialist II performs a variety of moderately complex professional duties in support of departmental programs. This position is responsible for researching, analyzing, developing and coordinating ongoing program operations, assisting with program planning and implementation, analyzing reports to monitor effectiveness and compliance, and ensuring services are delivered in alignment with established policies, procedures, and funding requirements. Requirements

An associate’s degree from an accredited college in a field related to the assigned program(s), and two (2) years of experience performing full range of technical or paraprofessional level duties involving more complex program operations, management, fiscal, or staff development functions, including the independent preparation of reports and recommendations and the development of policies and procedures.
OR A combination of related education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Valid Driver’s License
Incumbents must possess and maintain, or obtain and maintain, all licenses, certifications, registrations, and/or other requirements identified in the minimum qualifications, as applicable, and within the timeframes specified.
Knowledge of: Functions, principles, and operation of public administration programs.
Principles of office practices and procedures.
Applicable state, federal, and local ordinances, laws, rules and regulations and legislative issues; with particular emphasis on compliance requirements and funding allocations.
Public assistance laws, regulations, and program requirements, as well as community resources and health education techniques to support effective service delivery.
Principles of planning, organization, research, analysis, evaluation, and reporting.
Interviewing techniques.
Grant writing and application processes.
Setting and obtaining program goals.
Principles of training and development.
Policies and procedures related to assigned program(s).
Computer applications and hardware related to the performance of the essential functions of the job.

Responsibilities

Develop, implement, and maintain a program; identify program needs; draft and monitor program goals; ensure proper allocation of resources; and conduct training sessions.
Review and evaluate legislation, operations, and procedures to determine impacts, ensure consistency, and support effective program implementation.
Review, interpret, and apply changes in legislation, for assigned programs.
Conduct studies to collect data and make recommendations for procedural or organizational changes; plan and implement program changes with required resources.
Develop and review departmental policies and procedures to ensure compliance with state and federal legislation, regulations, and directives.
Assist in preparing and monitoring program budget and work plans including reviewing project budgets, billing statements, and authorizing payments.
Monitor program activities and coordinate follow-up actions; ensure confidentiality of sensitive information; review records to verify compliance with program requirements and standards; maintain ongoing communication and support with departments, agencies, and program participants.
Assist in the research, and application for grants, and management of grants and grant funding sources; prepare and manage program related contracts and MOUs.
Compose, organize, and revise program reports, policies, and procedure manuals; plan and coordinate the development of new and revised programs, and interagency agreements with department staff, other County departments, and community agencies.
Act as technical expert and resource person to staff regarding program policies and procedures; facilitate group process, mediation, and negotiation functions.
Research, analyze, and prepare recommendations regarding special projects.
Act as department liaison with various agencies and departments on issues concerning the program(s); may serve as departmental representative on various committees and at meetings.
Attend meetings with various community and volunteer groups; coordinate and schedule presentations; advertise program services.
Participate in staff and professional meetings to discuss progress and conduct program planning.
Prepare and submit various mandated financial, operational, and statistical reports.
Evaluate and address program participants’ needs, requests and concerns regarding program services; provide referrals and coordinate services for participants.
Work with department staff, community-based organizations and other stakeholders to develop and promote the program and related services; coordinate activities and provides counsel as necessary to ensure optimum efficiency and compliance with appropriate policies and procedures.
Prepare correspondence, handouts, and other written materials for distribution.
Prepare reports on program activities, progress, and other information for management and external agencies.
Evaluate programs effectiveness to improve methods and outcomes; recommend and take appropriate action.
May provide direction and training to volunteers and project staff.
Perform other related duties as assigned.
