About The Position

E&M Technologies, Inc. is seeking a Program Risk Manager to join their team in Colorado Springs, CO, in support of the North American Aerospace Defense Command (NORAD). NORAD is a bi-national organization responsible for aerospace warning, aerospace control, and maritime warning for North America. The role involves managing the NISSC II Risk Management Program, ensuring alignment with program objectives and customer requirements. This includes updating authoritative documents, driving the development and tracking of Risks, Issues, and Opportunities (RIOs), and overseeing mitigation activities. The Program Risk Manager will be the primary point of contact for RIO events, facilitating risk boards, collecting and evaluating candidate RIOs, and ensuring their clarity and compliance. The position also involves developing materials for leadership briefings, communicating RIO status to leadership and customers, cultivating customer relationships, and providing training on risk management processes. The role requires effective coordination and prioritization of multiple tasks in a dynamic environment.

Requirements

  • Bachelor’s degree (BS/BA) or equivalent combination of experience, training, and certifications.
  • 6 years or more of general work experience
  • 5 years of directly related experience
  • 2 years or more of direct experience in Risk, Issues, and Opportunities (RIO) Management or equivalent program/project management role.
  • Demonstrated leadership skills in a professional setting, with a proven ability to manage teams or complex tasks.
  • Excellent verbal and written communication skills, with the ability to convey complex concepts effectively.
  • Strong interpersonal skills with the ability to manage and sustain positive customer relationships.
  • Self-motivated with the initiative and capability to work independently while meeting objectives.
  • Must be a U.S. Citizen
  • Must have and be capable of maintaining a U.S. Department of Defense (DOD) security clearance at the required level (Secret; must have the ability to obtain a TS/SCI clearance)

Nice To Haves

  • Experience managing risk programs for Department of War (DoW) contracts.
  • Proficiency in utilizing risk management database systems, particularly within an Information Technology Services and Hardware environment.
  • A strong focus on continuous improvement, with a demonstrated ability to enhance and optimize RIO management processes.

Responsibilities

  • Manage the NISSC II Risk Management Program, ensuring all processes align with program objectives and customer requirements.
  • Review and update NISSC II authoritative documents to clearly communicate the Program Manager’s guidance and expectations for meeting customer objectives.
  • Drive the development, documentation, and tracking of Risks, Issues, and Opportunities (RIOs) in collaboration with stakeholders.
  • Oversee implementation, monitoring, and tracking risk mitigation activities for approved RIO events to ensure successful closure.
  • Serve as the primary point of contact and day-to-day manager for all approved RIO events related to NISSC II.
  • Schedule, facilitate, and document actions for monthly Internal and Joint Risk and Opportunity Management Boards (IROMBs & JROMBs).
  • Collect, evaluate, and document candidate Risks, Issues, and Opportunities as proposed by RIO Owners.
  • Ensure all RIO events and associated handling plans are clear, complete, compliant, and actionable.
  • Develop and manage materials supporting risk boards, leadership briefings, and other risk-related communications.
  • Align RIO identification and prioritization efforts according to guidance from NISSC II leadership.
  • Plan and lead leadership and customer-facing meetings to communicate RIO status, action plans, and progress.
  • Cultivate and maintain strong customer relationships, serving as the key point of contact for all RIO-related activities.
  • Provide SME level training and guidance to NISSC II personnel on risk management processes and best practices as directed by leadership.
  • Effectively coordinate, prioritize, and execute multiple competing tasks in a dynamic and fast-paced environment.
