About The Position

This position coordinates, audits, monitors, evaluates and provides day to day supervision of Juvenile Clerk staff. Develops and implements procedures to assist judicial officers and related personnel with case management, trial management and documentation for Juvenile Court. Duties include assigning staffing resources, so courts can proceed with trial and non-trial matters and assigning inter-office duties and caseloads. This is a Clerk Teamsters (Supervisors) Bargaining Unit position.

Requirements

  • High School Diploma or GED PLUS five (5) years of progressively responsible program related experience including program coordinating, supervisory or managerial experience and minimum of one (1) year experience in management of electronic data; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.
  • Valid WA State Driver’s license and proof of insurance, if requested.
  • Supervisory experience
  • Computer skills and working knowledge of Judicial Information System, FTR and Odyssey systems or similar audio / visual software systems
  • Successful completion of a criminal background investigation and general employment background verification.

Responsibilities

  • Supervises In-Court Clerk and Office Staff; prioritizes, assigns and monitors work; evaluates performance; recommends employee selection and/or discipline to County Clerk in compliance with departmental and County policies.
  • Maintains and approves attendance records/vacation requests; evaluates individual performance; ensures resources are available for operations; trains staff on many different procedures and software.
  • Develops and trains other Office staff in procedures for use in processing & docketing of court documents within DMS system which includes responsibility for setup & access to training necessary.
  • Resolves problematic issues that arise over the counter, in the courtroom or by telephone, to ensure the safety of Office staff.
  • Represents the department at meetings ensuring needs and concerns of the department are heard concerning implementation and operation of In-Court Clerk’s Office Staff & Courtroom procedures.
  • Identifies Document Recordkeeping & FTR software operating issues or malfunctions; researches solutions with vender and countywide users; recommends and/or implements solutions.
  • Creates and/or ensures existing courtroom processing policies and procedures are adequate and advises County Clerk if they need to be revised.
  • Participates in long range planning activities as requested, to assist the Clerk in development of the courtroom procedures.
  • Participates in local and state committee workgroups such as the Administrator of the Courts Judicial Information System committees and the Court Managers’ Association committees.
  • Provides training and instruction for the marking, storing and release of Exhibits.
  • Prepares and recommends project proposals and associated research.
  • Monitoring performance and compliance of professional services and vendors with the Court.
  • Assumes leadership role in resolving case flow legal and systems problems for in-court and Office staff.
  • Drafts, develops and implements court judicial and community projects that involve the broader legal community such as Yakima County Bar Focus Group, Criminal Justice-Court Liaison Committee, NW Justice Project, DSHS, Department of Ecology, Administrator of the Courts and other local and state area courts in absence of and/or along with the County Clerk.
  • Develops and drafts document management/ processing policies and procedures as needed, making recommendations to the Clerk regarding programs and case management as well as recommending education / training opportunities; Implements best business practices and approaches to pursue project development and implementation; Prepares statistical and feasibility reports for consideration of new or continuation of projects; Performs other duties as required
