The On-site Program Quality Engineer (PQE) in Land and Air Defense Systems (LADS) will oversee Quality in U.S. and foreign programs within the Stinger portfolio at the Tucson, AZ location. This role involves driving a robust quality culture, practices, and collaboration efforts. As the primary quality interface for the product Integrated Product Team (IPT), the PQE is responsible for ensuring the program meets all Quality & Mission Assurance requirements, coordinating with functional IPTs, and overseeing the scope of work through all integrated product development phases, from design to production and sustainment. The PQE acts as the customer’s advocate internally, ensuring obligations and expectations are met. The PQE will monitor quality metrics to drive continuous improvement initiatives, work closely with integrated teams to enforce process rigor, manage transition to production activities, conduct Production Failure Modes and Effects Analysis (PFMEA), First Article Inspection, and Quality Control Plan efforts, and play a key role in Material Review Board (MRB), Change Control Board (CCB), and Risk Review Board (RRB). The PQE is also responsible for ensuring reviews and assessments of program performance, including technical assessments of systems, lessons learned, technology, and programmatic (cost, schedule, and risks and/or defects) practices, assuring Quality Management System (QMS) processes are defined and implemented. This is an “onsite” role in Tucson, AZ.

Requirements

  • Typically requires a bachelor’s degree and a minimum of five (5) years of prior relevant experience.
  • Working experience with ISO 9001 and/or AS9100 Quality Management Systems.
  • Working experience leading teams in failure analysis, root cause analysis, corrective and preventative action.
  • Working experience in providing technical program support for manufacturing and/or design processes.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Experience applying interpersonal skills and working with customers, suppliers, and in a team environment.
  • Experience in First Article Inspections per AS9102.
  • Experience with performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value).
  • Experience with one or more of the following: Rockets/Missiles, Electro Optical/RADAR systems, manufacturing of electrical systems and testing, and electrostatic discharge (ESD) requirements, CCA manufacturing to IPC/EIA JSTD-001, Class 3.

Responsibilities

  • Develop partnerships with senior leaders, IPTs, customers, and quality functions of the program team to define steps necessary to implement proactive quality strategies that shape Raytheon’s ability to become the provider of choice.
  • Engage on both strategic and tactical levels, focusing on quality, cost and schedule performance, early engagement, influencing and providing differentiating quality value to program teams and customers.
  • Generation of new CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs/increase efficiency of the Stinger program.
  • Monitor / lead root cause corrective action (RCCA) and FRACAS activities for systemic issues and to ensure extensive RCCA.
  • Implement Advanced Product Quality Planning in accordance with AS9145, as applicable.
