About The Position

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency focused on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults, and workforce solutions. ARC works to unify the region’s collective resources through professional planning, objective information, and collaborative community partnerships that prepare the metropolitan area for a prosperous future. The Program/Project Administrator leads and oversees the Program Development Section within the Aging & Independence Services (A&IS) Department and serves as a member of the A&IS leadership team. As the federally designated Area Agency on Aging for the 10-county metro Atlanta region, A&IS delivers programs and services that support older adults, people with disabilities, and family caregivers. The Administrator directs and manages multiple complex programs and initiatives, including wellness education (evidence-based programs), innovation activities such as behavioral health coaching partnerships with affordable housing providers, volunteer management, senior farmers markets, and healthcare sector collaborations. This position also oversees the development of program budgets and ensures compliance with all grant requirements and internal, state, and federal policies. In addition to overseeing core aging-services programs, the Administrator leads A&IS’s payer-facing and revenue-supported initiatives. This includes developing fee-for-service offerings, cultivating partnerships with healthcare payers and managed care organizations, negotiating value-based or outcome-aligned service models, and creating business cases and pricing structures that demonstrate measurable return on investment. The role is central to expanding AAA program sustainability and aligning social care services with healthcare delivery and population health priorities.

Requirements

Master’s degree in public administration, social services, gerontology, human services, or another field directly related to the assignment.
Five years of progressively responsible program administration experience that includes two years of supervisory experience.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
Supervisory principles, staff coaching, performance evaluation, team development, and facilitation of consensus-building, conflict resolution, and negotiation.
Program administration, project management, policy development, operational planning, and coordination of section goals, objectives, and procedures.
Regulations, best practices, and trends in aging, disability, and community-based services.
Outreach and partnership development principles, including volunteer engagement strategies and cross-sector collaborations.
Qualitative and quantitative research methods, data analysis, data-driven decision making, program evaluation and return-on-investment analysis.
Budgeting and fiscal management principles, grant compliance requirements, resource allocation and experience with revenue-supported program models.
Ability to prepare clear reports, presentations, policies, and strategic recommendations for diverse audiences.
Stakeholder engagement, customer service practices, and effective communication.
Proficiency with office technology, data systems, virtual meeting platforms, analytical tools, and general business practices.
Ability to organize and prioritize work; manage multiple deadlines across multiple programs; facilitate collaboration; interpret data to guide strategy; lead meetings; support quality assurance; and implement performance improvements.

Responsibilities

Lead the Program Development Section, including supervision, coaching, and professional growth of staff (currently supervising 8 employees: 6 full-time, 2 part-time).
Manage hiring, onboarding, and workforce planning to support team readiness and long-term staff success.
Provide technical and strategic guidance on program operations, outreach workflows, volunteer engagement, and emerging program needs.
Conduct complex research and analysis, develop recommendations, and present findings to leadership.
Oversee the implementation of programs, policies, and initiatives, including wellness education, volunteer program development, behavioral health, senior farmers market and healthcare partnership activities.
Facilitate collaboration across PD section to strengthen program performance, streamline workflows, and align outreach and volunteer engagement strategies.
Partner with Finance and section supervisors on budget development, monitoring and spending adjustments to ensure full and timely use of funds.
Ensure compliance with all grant, federal, state, and internal requirements; maintain accountability in operations, reporting, unit cost methodology, and quality assurance.
Review and prepare responses to proposed state policies affecting program operations.
Develop innovative program models, sustainability strategies, and funding opportunities, including value based or payer aligned initiatives, that advance agency priorities and address community needs.
Cultivate and manage partnerships with healthcare systems, payers, managed care organizations, housing providers, and other sectors to support ongoing program sustainability and strategic growth.
Develop business cases, pricing models, scopes of work and return-on-investment analyses that support contracting reimbursement and long-term viability of social care programs.
Identify and develop innovative program models and funding strategies that align with healthcare priorities and demonstrate measurable value, cost savings, or improved outcomes.
Prepare grant proposals and related materials; identify emerging opportunities aligned with healthcare, aging services, and community-based supports.
Serve as liaison with internal teams, subgrantees, community partners, healthcare entities, and other key stakeholders.
Coordinate and facilitate meetings, develop and present content, and lead or participate in workgroups, coalitions, and collaborative planning efforts.
