About The Position

The Iowa Department of Natural Resources has a unique and exciting position available within the Environmental Services Division, Financial & Business Assistance Section (FABA), located in Des Moines, Iowa. Within this position you will be involved in furthering the DNR’s mission to conserve and enhance our natural resources through statewide solid waste management, reduction and recycling programs, by ensuring the fiscal management of FABA programs, including the development and management of budgets, reviewing expenses, and tracking and documenting financial records for the Landfill Alternative Financial Assistance (LAFA) and the Household Hazardous Materials (HHM) programs. The position will also manage the Solid Waste Alternatives Professional Development Assistance Grant (PDA) Program that supports the professional development of Iowa's solid waste professionals and educators in their outreach and activities that encourage waste reduction, reuse and recycling. The position will review and recommend funding for PDA applicants, prepare and manage contracts for PDA recipients, and monitor and document their progress in carrying out the approved activities. The position will research education information and resources and will develop implementation tools, program case studies and related educational surveys and materials to support marketing and education efforts related to the program and its goals. Specific duties for these programs include coordinating budget development submissions from section program staff and incorporating approved budgets within the department's centralized budget tracking program, tracking purchases, expenditures and grant and loan financial claims within program areas, while ensuring that all expenses are properly documented. These duties will require completing budgetary and financial reporting with Uniform Commercial Code (UCC) filings to the Secretary of State, managing and monitoring Automated Clearing House (ACH) electronic loan payments, and transferring documents to the Iowa Department of Revenue (IDR) for review and collection of delinquent accounts when necessary. The position will also be responsible for the scheduling, delivery, and inventory details of the Mobile Education Exhibit, consisting of a semi-trailer that contains an interactive exhibit entitled “How You Live has an Impact”. Duties will include marketing the availability of this mobile exhibit to organizations, schools and businesses for their use in local events and activities, accepting reservations and managing the scheduling of the exhibit, and contracting for transportation and maintenance services of the exhibit, as well as identifying and assisting in updating or improving the content and message of the exhibit All program duties will require the use of associated computer databases and software for tracking expenses and project deliverables, while ensuring that all data is secure, accurate, and thoroughly substantiated. The position will develop statistics, performance metrics and supporting materials for inclusion in data summaries and reports, and will train staff to understand and use these databases and their outputs as necessary. The position will be a liaison between section staff and Information Technology staff for database enhancements and development. The position will coordinate with other staff to evaluate project proposals and make recommendations regarding the selection of contractors, will participate in the development of financial agreements and contract meetings as assigned, and will assist with program marketing and implementation. The position will work to ensure that effective programs are maintained by identifying areas for program improvement and enhancement. Duties will require occasional travel statewide for meetings, seminars, and to visit project sites and contractor open houses to verify appropriate application of funds.

Requirements

  • Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
  • A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.

Responsibilities

  • Coordinates and manages program data through the use of PC-based computer systems, software and databases.
  • Develops statistics and prepares reports and data to complete technical, financial, and economic research, and to respond to data requests from internal and external customers.
  • Analyzes and interprets information and data to reach conclusions and provide recommendations.
  • Aids in the fiscal management of program financial and operating budgets.
  • Allocates and accounts for the use of fiscal resources and follows guidelines, regulations, and policies when committing fiscal resources or processing financial transactions.
  • Administers and physically maintains the Mobile Education Exhibit.
