About The Position

We are seeking a Program Outreach Engineer II The Program Outreach Engineer represents Cascade Energy as the third-party contractor and is responsible for delivery of Bonneville Power Administration’s (BPA) multifaceted, large-scale Energy Smart Industrial (ESI) efficiency program in the Northwest. The Program Outreach Engineer (also known in the field as Energy Smart Industrial Partner, or ESIP) acts as the single point of contact for coordinating ESI program offerings and resources and assists electric utilities in representing the ESI program to industrial end users and facilitates the development and implementation of energy saving projects. The ESIP is a facilitator between the industrial participant, the local utility, and other stakeholders. The role integrates ESI’s program resource foreach local utility, to help achieve their energy efficiency goals and objectives. This role also provides support to other ESI staff on areas of specific industry knowledge and expertise. Requirements

  • BA/BS degree in Engineering, is required or equivalent combination of education and relative experience.
  • 5+ years of relative experience
  • Extensive knowledge and understanding of industrial facilities such as: food processing, controlled-atmosphere apple storage, light manufacturing, refrigeration and food processing, chemical processing, timber processing, data centers and water/wastewater industries. This includes technical, process and energy expertise with ammonia refrigeration, variable frequency drives, compressed air, pumps, fans, HVAC chiller plants, industrial controls, lighting, and electrical distribution systems. Familiarity of industrial heat pumps is a plus.
  • Ability to enter Federal and Department of Defense (DOD) facilities is required (U.S. Citizen)

Nice To Haves

  • Industrial plant management or system operation supervisory experience is preferred.
  • Solid understanding of energy project types and approaches is preferred. This includes but is not limited to capital projects, low-cost and no-cost operational opportunities, Strategic Energy Management (SEM), Small Industrial (SI), or program offering types from other industrial energy efficiency programs.
  • Familiarity with deployment and installation of data logging and/or power metering equipment. This might include but not limited to measurement of current (amps), true power (kW), pressure (psig) or other physical parameters.
  • Familiarity with large district heating and cooling systems for large multi-building campuses.

Responsibilities

  • Conduct field outreach and technical scoping studies sufficient to satisfy the program’s industrial-sector energy savings goals
  • Oversee projects through the implementation, and measurement and verification periods to ensure on-time deliverables that meet the program’s reporting quality guidelines
  • Lead and manage multiple projects and initiatives in a fast-paced environment, using strong analytical skills
  • Develop and cultivate strong, long-term, professional relationships with key utility and industry contacts
  • Act as the single point of contact to facilitate excellent communication between utilities, BPA, end users, vendors, and other ESI staff for all projects in your service territory
  • Develop Technical Service Provider subcontractor scopes of work, and ensuing oversight, and Quality Control of the final technical work products and reports
  • Participant and project tracking, including M&V planning, and baseline data analysis
  • Conduct planning, administration, and evaluation of the program and its results
