Serve as Program Operations Manager to Support Program/Project managers and collaborate with their associated technical leads and financial managers for all business and operations matters relating to the planning, execution, product delivery and logistics for Standard Missile, Advanced Weapon Concepts & Prototype, Surface Electronic Warfare, NATO Seasparrow, EO/IR and Directed Energy, Naval Modular Missile, and Weapons Enterprise programs of the Weapons and Countermeasures Programs (AT4) under the Theater Defense Mission Area Office, Air and Missile Defense Mission Area. As a Program Operations Manager you will... Program and Project Operations – Work in conjunction with the Program Managers (PM) and Project Managers (PjMs) to set priorities, and resolve issues for the overall task management needs - from project initiation to project closure. Develops standard operating procedures (SOP) to ensure project deadlines are met and sponsor requirements are satisfied Program and Project Administration – Thorough understanding of or the ability to quickly learn about the project or product being developed. Prepare and organize information for internal and external program and project reviews, including content review of technical materials prepared by technical staff. Plan, organize, and facilitate meetings and conferences/seminars for both internal and external participants and sponsors. Interface with sponsors and their representatives to collect presentation information, ensure clearances are prepared, manage scheduling, reservations and all other logistics. Attend meetings and deduce requirements and note action items. Logistics and Collaboration – Work with other APL organizations (security, quality, communications, contracts, etc.) to organize various levels of support and ensure successful execution. Extrapolate contractual deliverables from the contract or task, to be part of the task plan and monitor progress of the program against those deliverables. Ability to prioritize tasks and to delegate them when appropriate Proposal Development – Facilitate and manage the proposal development timeline in conjunction with the Financial Manager. Gather technical inputs and applicable technical review and recommend content to include in final submission. Responsible for the overall quality of the final submission. Program Finances – Collaborate with the Financial Manager (FM) in monitoring the financial status of the program if required. Analyze and detect potential deviations in project plans based on the latest information available. Technical Support, Analysis, and Reporting – Develop an understanding of the technical work being performed by the program and be able to adequately convey the methodology, impact, and importance to others. Collaborate with PM on 30-day kickoff Review and impactful updates to the task plan. Assist in the development of the Statement of Work (SOW) and ensure adherence to the SOW through collaboration with the PM and technical teams. Requirements

  • Bachelors degree, Finance/Accounting, or related field and 10+ years supporting Program and/or Project managers and their associated financial managers to include a solid work history in independently running and prioritizing numerous concurrent contracts and requests with outstanding follow-through.
  • Extensive experience creating documents in support of Statements of Work (SOW) including developing, interpreting and communicating task plans, manpower / financial requirements, and schedules for statement of work deliverables
  • Experience with the management of the Department of Defense (DoD) appropriations funding categories i.e., RDT&E, O&M, WPN, etc.
  • Strong organizational and time management skills with a proven background and ability to multi-task and adapt to changing requirements and priorities.
  • Proficiency in MS Office to include MS Excel, Word and PowerPoint.
  • Excellent verbal and written communication skills with the ability to effectively work with all levels of staff and government personnel.
  • Ability to obtain an interim Secret clearance by your start date and are able to obtain a Secret level security clearance. If selected, you will be subject to a government security investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Nice To Haves

  • Masters in Business Administration, Finance/Accounting, or related field with at least 12+ years relevant business and operational experience.
  • Prior experience in project management or government project office interaction.
  • Working knowledge of MS Project and MS Access.
  • Knowledge and experience with APL business systems and processes.
  • Prior experience with APL classified programs and familiarity with Navy sponsors, tasking and management.
  • Active Secret clearance.
