The Development Finance Vice-Presidency (DFi) manages the policies and resources underpinning the institution's financing architecture, including IDA, IBRD, Trust Funds, and Financial Intermediary Funds (FIFs). It provides a holistic approach to development financing, financial policy, and strategic engagement with funding partners. The Development Finance Trust Funds and Partner Relations Department (DFTPR) leads the Bank's engagement in Trust Funds, FIFs, co-financing, and partner relations. The department administers a portfolio of nearly US$70 billion in Trust Funds and FIFs, sets the policy and procedural framework governing these instruments, and plays a critical intermediation role between the Bank's operational units and its funding partners. DFTPR comprises three business lines: FIFs, Digital, and Analytics (FIFDA); Trust Funds Policy and Partner Relations (TFPPR); and Co-Financing. The Program Officer will be based within DFTPR and will work across its three business lines, providing analytical, reporting, and coordination support on the department's policy, modernization, and digital enablement agenda.

Requirements

  • Master's degree in a relevant field such as Economics, Public Policy, Finance, Data Science, Information Systems, Computer Science, or Statistics.
  • At least five years of relevant professional experience in business or data analytics, policy analysis, reporting, or knowledge management in a complex institutional environment.
  • Familiarity with the World Bank's financing instruments — including IDA, IBRD, Trust Funds, FIFs, and co-financing — is highly desirable.
  • Strong analytical and problem-solving skills, with high attention to detail and the ability to synthesize complex information into clear and actionable outputs.
  • Demonstrated ability to manage multiple priorities simultaneously in a fast-paced environment, consistently delivering high-quality results under tight deadlines.
  • Excellent communication and presentation skills, including the ability to explain data-driven findings clearly to both technical and non-technical audiences.
  • Demonstrated excellence in working across and within teams.

Responsibilities

  • Supporting the implementation of DFTPR's strategic agenda and preparing regular updates for senior leadership.
  • Supporting the refinement and simplification of policy on Trust Funds, FIFs, and co-financing, including through research, comparative analysis, and the preparation of policy briefs and discussion papers.
  • Supporting the preparation of reports and analysis on ongoing Trust Fund modernization efforts, including tracking progress on the Umbrella 2.0 program and other reform initiatives.
  • Coordinating the modernization of standard reports for Trust Funds and FIFs in close collaboration with counterparts in OPCS, CTR, WBP and LEG, ensuring outputs are accurate, accessible, and fit for purpose.
  • Supporting the FIF policy review process and contributing to the development of tracking systems for key FIF characteristics, including governance, financial flows, and Contributor/Implementing Agency characteristics.
  • Coordinating departmental inputs and comments for corporate initiatives and preparing management briefings and presentations for internal and external audiences.
  • Coordinating the production of the Trust Fund Annual Report (TFAR), managing timelines, contributions, and quality assurance across contributing units.
  • Working with DFTPR's digital team on AI-enabled tools and light automation solutions to enhance the efficiency and accessibility of policy guidance and standard reporting.
  • Supporting department-wide document management and filing systems, ensuring institutional knowledge is organized and retrievable.
  • Providing surge support to FIF Task Team Leaders (TTLs) as needed, including client-facing and coordination tasks.
