About The Position

The Program Officer will serve as the Post-Resettlement Behavioral Health (BH) Support Services Program team lead. USCRI will provide direct clinical support and access to culturally and linguistically appropriate trauma-informed behavioral health services to Afghan Supplemental Appropriations Act (ASA) eligible individuals in various locations across the United States. The program is aimed at providing clinical, psychosocial, and emergency support services via telehealth, in-person providers, a national helpline, and a crisis response team. It is preferred for the incumbent to possess proficient knowledge of speaking Pashto and Dari languages and should be aware of the socio-cultural sensitivities while interacting with the Afghan communities. This position maintains responsibility for overall development, coordination, and management of program services, including evaluation and screening of clients, setting program priorities, completing reports and data management. The Program Officer will oversee the Case Manager and Community Mentor for their identified state. They will conduct regular evaluations of staff and activities as well as report all metrics to the Program Manager. This temporary position requires availability to work full-time, weekends and flexibility in work hours. This position reports to the Program Manager in Arlington, VA.

Requirements

  • Master’s degree from an accredited institution with at least two years of progressive experience in resettlement, humanitarian services, nonprofit program management, or another relevant field; or a Bachelor’s degree with at least three years of progressive, relevant work experience.
  • Strong writing, analytical, and computer skills, including the ability to prepare clear reports, review data, and communicate findings within required timeframes.
  • Excellent interpersonal and intercultural communication skills, including the ability to work effectively with affiliates, field offices, partners, funders, and internal teams.
  • Strong time-management and organizational skills, with the ability to work independently and collaboratively, manage competing priorities, and meet deadlines in a fast-paced environment.
  • Detail-oriented, with experience tracking, verifying, and documenting program data and compliance information.
  • Ability to establish and maintain professional relationships with network agencies, community partners, and other stakeholders.
  • Ability and willingness to travel domestically as needed.
  • Dedication to the rights of refugees, immigrants, asylum seekers, and displaced persons.

Nice To Haves

  • Proficient knowledge of speaking Pashto and Dari languages.
  • Awareness of the socio-cultural sensitivities while interacting with the Afghan communities.
  • Experience with grant management, program monitoring, data review, reporting, training, and technical assistance.
  • Proficiency in Microsoft Word, Excel, Access, and database systems; experience using data systems for reporting and quality assurance is preferred.

Responsibilities

  • Support the Principal Field Office Director with program planning, implementation, and operational priorities.
  • Coordinate across programs to ensure consistent processes, timelines, and service delivery.
  • Support program staff with implementation questions, emerging issues, and operational needs.
  • Identify opportunities to improve program efficiency and service quality.
  • Support implementation and oversight of federal, state, and other grants and contracts.
  • Monitor program requirements, deliverables, reporting deadlines, and documentation.
  • Assist with monitoring activities, file reviews, corrective action plans, and follow-up.
  • Provide technical assistance and training to staff on program requirements and compliance.
  • Collect, review, and analyze program data for grant reporting, leadership updates, and program planning.
  • Maintain program trackers, reporting tools, templates, and documentation systems.
  • Support budget and financial tracking in coordination with Finance and the Principal Field Office Director.
  • Identify reporting, spending, or compliance issues and elevate them as appropriate.
  • Support monitoring and evaluation of program performance, service quality, and client outcomes.
  • Develop and maintain guidance, tools, and training materials.
  • Promote client-centered and consistent service delivery across programs.
  • Share best practices and support continuous program improvement.
  • Support coordination with HQ departments, government agencies, funders, community partners, and service providers.
  • Assist with grant proposals, continuation applications, and other funding-related activities.
  • Support special projects and other program or operational priorities assigned by the Principal Field Office Director.
