Program Monitor - LDH (Regional Coordinator)
About The Position
The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. This position may be filled in Ouachita Parish. Make a meaningful impact on the lives of Louisiana's infants and toddlers by helping oversee the EarlySteps program. In this role, you'll ensure infants and toddlers with intellectual and developmental disability receive timely and quality services, collaborate with providers statewide, ensure compliance with federal and state requirements, and support the delivery of high-quality early intervention services for children with developmental disabilities. The ideal candidate should possess experience with provider and fiscal monitoring; data collection and reporting; and early childhood.
Requirements
- Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
- Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities
- Monitors regional EarlySteps program operations to ensure compliance with IDEA Part C federal requirements, state regulations, and program policies.
- Coordinates quality improvement initiatives and develops corrective action plans to strengthen program performance and service delivery.
- Collects, analyzes, and reports regional program data to support statewide performance reporting and continuous quality improvement efforts.
- Provides technical assistance, training, and guidance to EarlySteps providers to promote compliance and effective implementation of early intervention services.
- Serves as the regional liaison for EarlySteps providers, coordinating program activities and addressing provider recruitment, compliance, and operational needs.
- Develops and implements outreach strategies to expand access to early intervention services for underserved and rural communities while supporting interagency collaboration.
- Participates in fiscal monitoring, statewide committees, and regional coordination efforts to improve service delivery and ensure timely access to services for children and families.
