About The Position

The Precision Guided Munitions (PGM) Capture Program Manager represents program-office ownership and interests in capturing new PGM products, projects, and programs. The role works with the Capture executive to plan pre-proposal and proposal activities; develop product, program, and product-line strategies and campaigns; manage intellectual property strategy; oversee proposals and white papers; and establish scope, cost, schedule, technical objectives, program structures, and direction for matrixed teams. It also covers subcontractor planning, risk and opportunity management, compliance with BAE Systems lifecycle management policies and U.S. government policies, continuous program-performance improvement, and financial commitments for bid-and-proposal and sales-and-marketing budgets. The position develops a program plan during capture with input from a cross-functional integrated product team (IPT), then supports post-award transition of program-management responsibilities to a new PM. Day-to-day work includes managing customer and stakeholder expectations; leading capture, proposal, bid-approval, business-development, fact-finding, and contract-negotiation activities; and leading program start-up, planning, authorization of work, program management, and change management under BAE Systems lifecycle management processes. The PM oversees governance, metrics, integrated schedules, earned value management, formal program reviews, contract and supplier requirements, configuration and change control, technology and manufacturing readiness, and program risks and opportunities. The role develops comprehensive program and project plans from statements of work, contracts, and other requirements; establishes product, organizational, and work breakdown structures; and coordinates integrated master schedule development with program managers, schedulers, IPT members, and functional leads. It also assesses requirements affecting manufacturing risk, initiates make/buy and make/where strategies, supports supplier and long-term business-area strategies, identifies new business opportunities, represents the company at customer or sponsor meetings, and keeps upper management informed about proposal status and issues.
