About The Position

We are seeking a progressive and innovative Program Medical Director (PMD), Maternal Infant Child Youth (MICY), to provide senior leadership and direction for the integration, strategies and delivery of the MICY Regional Program across Fraser Health. Reporting directly to the Vice President, Clinical Operations, Integrated Health Services South, the incoming Program Medical Director will be a clear, caring, and courageous leader who is accountable for the overall leadership of the MICY Regional Program as well as its integration with the Acute & Community Hospitals and Community Health Services Areas. As part of the senior management team, the successful candidate will bring an evidence-based approach to healthcare, promote cultural safety, challenge the status quo, encourage new health care initiatives and programs, and support quality and services within and across the continuum of care. This PMD is one of three Co-PMDs for MICY, focusing on OBGYN specialist. The Program Medical Director is accountable for: Identifying objectives, plans, programs and services while assessing options to make recommendations of strategic and operational decisions; Representing FH and the MICY Regional Program with stakeholders, patients, residents, clients and families while maintaining effective relationships with municipal leaders and ensuring other stakeholders are informed; Assisting to identify and remove barriers to a seamless system of care across the community, hospital and across other programs and services; Liaising with Medical Directors of other Fraser Health Programs and Networks, and Site Medical Directors to ensure the services the Program provides are coordinated with the other Programs to provide a spectrum of care to the patients, residents and clients; Managing the annual operating and capital budget for the MICY Regional Program within the approved financial mandate in addition to recommending and establishing program and service priorities; Preparing budgets and program recommendations as well as overseeing the ongoing performance of programs and resources including the monitoring of expenses and identifying efficiencies to promote optimal use of resources; Providing recommendations on current and future program and service adjustments. Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Reporting to the Vice President (VP), Medicine, the Program Medical Director (PMD) shares responsibility for ensuring high quality health services and continuous quality improvement for culturally safe service delivery. The PMD contributes to the organization’s priorities in partnership with the Executive Director for the planning, delivery, operations and performance of the region-wide program and is accountable for leading the program from a systems perspective while providing strategic and operational leadership to achieve quality and operational performance.

Requirements

  • Completed Masters Degree in a relevant field related to health care management, or an equivalent combination of education, training and experience
  • Advanced knowledge within Maternal, Infant, Child and Youth programs and practice areas
  • Progressive senior leadership experience leading complex organizational change issues across health service programs to support broad transformational objectives
  • Demonstrated leadership abilities to incorporate specific program/site needs within the broader context of the health delivery system and multiple program requirements
  • Experience delivering innovative health care services within a multifaceted program area
  • Medical degree and ten (10) years’ recent, related successful clinical practice experience supplemented with medical leadership experience, or an equivalent combination of education, training and experience.
  • Eligible for licensure with the College f Physicians and Surgeons of British Columbia.

Responsibilities

  • Co-leading the Program with the Executive Director to set standards/guidelines of healthcare delivery and develop systems for monitoring compliance with those standards.
  • Meeting regularly with the senior administrative team and the VP Medicine regarding ongoing issues of patient care and Member practice.
  • Ensuring that Member activities are consistent with the overall direction of the Fraser Health service delivery plan.
  • Liaising with Medical Directors of other Fraser Health Programs and Networks, and Site Medical Directors to ensure the services the Program provides are coordinated with the other Programs to provide a spectrum of care to the patients, residents and clients.
  • Meeting regularly with inter-disciplinary clinical leaders and administrators to ensure that Member practices are aligned with other activities and initiatives within the inter-disciplinary team.
  • Maintaining a high degree of visibility by regular visits to each Facility in which the Program is active.
  • Assisting Regional Department Heads in the identification of human resource needs and in the active recruitment of practitioners.
  • Assisting Regional Department Heads in dealing with quality of care issues including issues regarding performance, availability and the behaviours of individual Regional Department Members.
  • In collaboration with Site Medical Director and Local Department Head ensuring new Members are adequately oriented to Facility and Program policies, procedures and practices to allow their smooth integration into the Medical Staff.
  • Investigating and documenting complaints regarding care provided by Members within the Program at the Facility in collaboration with the Site Medical Director and/or Local Department Head where appropriate.
  • Representing the Medical Staff in public on an as requested basis on issues of Medical Staff policies, procedures and quality of care.
