About The Position

NVE is seeking an experienced Program Manager to lead execution of its Department of State (DoS) Power Systems Engineering contract, an IDIQ program supporting electrical infrastructure upgrades at U.S. embassies and diplomatic facilities worldwide. This position will serve as the primary interface with the Department of State and key program partners, overseeing the development and execution of task orders that include engineering design, power system upgrades, electrical infrastructure modernization, and related construction activities. The Program Manager will coordinate the integrated efforts of NVE and its partners, ensuring proposals are competitive, projects are properly coordinated, and work is executed in compliance with contract requirements. This role requires a technically knowledgeable leader with strong program management and proposal development experience who can successfully coordinate multidisciplinary teams delivering electrical infrastructure projects worldwide. The individual will also support NVE's Department of State Special Projects program supporting electrical and infrastructure projects within the DC Metro area.

Requirements

  • Active Top Secret (TS) clearance
  • Bachelor's degree in Electrical Engineering, Electrical Engineering Technology, or related engineering field preferred
  • Minimum 10+ years of experience managing engineering, construction, or infrastructure programs
  • Experience managing government contracts, preferably Department of State, DoD, or overseas infrastructure programs
  • Experience developing task order proposals or competitive project bids
  • Demonstrated experience coordinating multidisciplinary teams including engineering and construction partners
  • Experience managing projects involving electrical infrastructure or power systems
  • Ability to travel internationally as required
  • Ability to work effectively with distributed teams and overseas projects
  • Strong leadership, communication, and coordination skills

Nice To Haves

  • Professional Engineer (PE) license
  • Experience supporting Department of State Overseas Buildings Operations (OBO) programs
  • Experience with international construction or embassy infrastructure projects
  • PMP (Project Management Professional) certification
  • Experience with electrical distribution systems, generators, switchgear, and critical power systems
  • Experience with design-build or EPC project delivery
  • Familiarity with NEC, NFPA, IEEE, and international electrical standards
  • Experience managing IDIQ or task order-based contracts

Responsibilities

  • Serve as the primary Program Manager and point of contact with the DoS Client.
  • Lead program planning, coordination, and communication between the Government, NVE leadership, and teaming partners.
  • Represent NVE in meetings with DoS, engineering stakeholders, and embassy facility teams.
  • Ensure contract compliance, quality performance, and responsiveness to Government requirements.
  • Lead the development of competitive task order proposals, including:
  • Technical approaches
  • Pricing strategy and cost estimates
  • staffing and resource planning
  • schedule development
  • Coordinate inputs from engineering, construction, logistics, and SME partners.
  • Manage proposal schedules and ensure compliance with Government submission requirements.
  • Manage the overall execution of task orders supporting electrical power systems upgrades and infrastructure modernization projects.
  • Coordinate work between teaming partners.
  • Oversee planning activities including site surveys, design development, construction planning, procurement coordination, and project execution.
  • Ensure effective collaboration between design, engineering, logistics, and construction teams.
  • Provide technical oversight and guidance on electrical infrastructure projects
  • Review technical approaches and ensure designs and construction strategies align with project requirements.
  • Monitor task order performance including scope, schedule, and budget.
  • Identify risks and develop mitigation strategies for overseas project execution.
  • Ensure coordination of logistics, travel planning, and site mobilization for overseas work.
  • Support construction planning and execution oversight when projects move into implementation.
  • Coordinate regularly with NVE leadership regarding program performance, business development opportunities, and program strategy.
