About The Position

The Program Manager (PM) leads OneZero Solutions' delivery of Information Systems Security Officer (ISSO) Support to the Department of State's Bureau of Diplomatic Technology, Enterprise Applications, Consular Systems and Technology (DT/EA/CST) organization. The PM is the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) on all contractual, administrative, and performance matters, and is accountable for a team of 23 cleared cybersecurity professionals who keep more than 70 FISMA-reportable consular systems authorized, compliant, and continuously monitored. This is a designated Key Personnel position under the Call Order; the individual must be available at time of award and committed for the full base period.

Requirements

• Ten (10)+ years of experience managing large-scale cybersecurity programs (RFQ §M, Factor 2).
• Experience managing contracts of similar size, scope, and complexity, including Firm-Fixed-Price services.
• Demonstrated experience with Federal Government cybersecurity requirements (FISMA, NIST SP 800-37 RMF, NIST SP 800-53).
• Current Project Management Professional (PMP) or equivalent project management certification.
• Active, final SECRET security clearance; U.S. citizenship.
• Available at the time of Call Order award and committed to the full base period of performance.
• Proven ability to recruit, hire, retain, and develop cleared cybersecurity personnel in the National Capital Region.
• Exceptional written and verbal communication skills; comfortable briefing senior Government leadership.
• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field is required.

• CISSP, CISM, or CGRC/CAP certification.
• Prior experience supporting the Department of State (DT, CA, or CST) or another federal civilian agency's ISSO / Assessment & Authorization program.
• Experience managing GSA MAS / HACS SIN task or call orders.
• Experience leading programs supporting 50+ FISMA systems.

Responsibilities

• Serve as the primary point of contact for the CO, COR, and Government Technical Monitor (GTM) for all contractual, administrative, and performance matters; resolve issues and report program status.
• Provide overall leadership, resource planning, and coordination to ensure every PWS deliverable and timeline is met across the base and option periods.
• Plan and conduct the Post-Award Kick-Off Meeting within 5 business days of award, including delivery of the agenda, draft Transition-In Plan, staffing plan, and draft Program Management Plan.
• Direct Transition-In (Transition-In Plan within 15 business days; staffing ramp-up to full performance; knowledge acquisition; tool access) and Transition-Out (plan 45 days before period end; artifact and knowledge turnover).
• Manage Firm-Fixed-Price performance: staff to full performance, maintain an adequate workforce to prevent interruptions, control cost and schedule, and manage pre-approved ODCs.
• Own the deliverable quality system: draft/final cycles, 5-business-day Government review, 10-business-day comment incorporation, and a zero-rejection standard for format, grammar, and conformance.
• Manage Key Personnel continuity and substitutions, including 15-calendar-day written notice and resume submission for CO approval(RFQ §L.C.5).
• Recruit, hire, retain, and develop SECRET-cleared cybersecurity staff; coordinate with the Facility Security Officer on Visitor Access Requests, badging, PIV issuance, OpenNet access, and mandatory training compliance.
• Maintain the program risk register; communicate risks, issues, and corrective actions to Government stakeholders; prepare monthly and quarterly program status reports and leadership briefings.
• Ensure compliance with Organizational Conflict of Interest disclosure, Cybersecurity Supply Chain Risk Management (C-SCRM) requirements, and all DoS/CA/CST security policies(RFQ §H.1–H.3).
• Champion CMMI-aligned process discipline, quality assurance, and continuous improvement across the ISSO, engineering, and documentation teams.
