About The Position

Under the direction of the Director of Behavioral Health, the Program Manager oversees the Emergency and Rapid Rehousing (RRH) Aftercare Program for survivors of human trafficking. This leadership role involves supervising program staff, coordinating the delivery of trauma-informed services, and ensuring that both emergency housing and long-term aftercare (via RRH) are aligned with best practices. The Program Manager works closely with the Director of the Anti-Human Trafficking Services to ensure effective service delivery, program development, and compliance with funding requirements.

Requirements

Bachelor’s degree in social work, psychology, criminal justice, housing, or a related field.
Minimum of 3-5 years of experience in victim advocacy, housing advocacy, or related social services field.
Minimum of 3-5 years of experience in victim advocacy, case management, or housing services, with at least 2 years in a supervisory or management role.
Demonstrated experience working with survivors of human trafficking, domestic violence, or similar populations.
Strong leadership and management skills, with the ability to motivate and guide a multidisciplinary team.
In-depth understanding of trauma-informed care, housing-first models, and best practices in supporting human trafficking survivors.
Strong problem-solving and crisis management abilities.
Excellent communication and collaboration skills, both verbal and written.
Proficiency in program evaluation, data collection, and reporting.
Cultural competence and ability to work with diverse populations.
Strong organizational skills, with keen attention to detail and ability to manage multiple priorities.
Knowledge of legal advocacy, housing systems, and community resources for survivors.
Proficiency in oral/written English; Spanish preferred; additional languages a plus (i.e., Creole).
Culturally sensitive to the social, psychological, and healthcare needs of the vulnerable populations serviced.
Strong organizational, interpersonal, and communication skills in order to meet deadlines and handle multiple tasks.
Demonstrates a high level of productivity while remaining calm and effective under pressure.
A self-starter with demonstrated ability to work independently, as well as with multidisciplinary teams and co-workers.
Ability to maintain a high level of poise and professionalism in all circumstances.

Nice To Haves

A master’s degree is preferred.
Additional certification in trauma-informed care, housing advocacy, or human trafficking advocacy is an advantage.
Experience managing residential programs, transitional housing, or RRH programs is highly preferred.
Spanish preferred; additional languages a plus (i.e., Creole).

Responsibilities

Oversee Operations: Manage daily operations of the emergency housing and RRH program, ensuring a safe, supportive, and healing environment for survivors transitioning from crisis to stable housing.
Staff Supervision: Supervise victim advocates, employment specialists, and other program staff. Provide ongoing training, professional development, and performance evaluations.
Case Oversight: Monitor advocacy services to ensure they are client-centered, trauma-informed, and aligned with survivors' needs. Offer guidance in complex cases, particularly around legal, housing, or crisis intervention.
Client Intake & Assessment: Oversee the intake and assessment process for clients entering the emergency or RRH program, ensuring that each survivor has a personalized service plan focused on safety, recovery, and long-term stability.
Program Evaluation: Continuously assess the effectiveness of the programs, identifying areas for improvement. Implement new strategies and best practices to enhance service delivery.
Data Oversight: Ensure accurate and timely data collection for tracking client outcomes, program successes, and compliance with grant requirements.
Grant Compliance & Reporting: Ensure the program meets the requirements of funders and regulatory bodies. Work with the Director of the Project to prepare reports, collect data, and track outcomes to submit to the Senior Grants Manager.
Policy Development: Collaborate with the Director and staff to develop and update program policies, ensuring they align with trauma-informed care, housing-first principles, and the specific needs of trafficking survivors.
Client Engagement: Develop and oversee client feedback mechanisms to ensure survivors have a voice in program operations and that services are continually improved based on their needs and experiences.
Community Engagement: Build relationships with community partners, including law enforcement, social services, healthcare providers, and housing agencies, to ensure comprehensive services for survivors.
Housing Partnerships: Cultivate relationships with landlords and housing providers to expand RRH options for survivors. Address any issues or challenges that arise in housing placements.
Cross-Department Collaboration: Work closely with other departments within the organization, particularly legal, employment, and mental health services, to ensure holistic care for survivors.
Crisis Response: Provide oversight and guidance in crisis situations. Ensure staff are trained and prepared to address crises, including safety planning, mental health emergencies, and other urgent needs.
Trauma-Informed Leadership: Foster a trauma-informed culture among staff, ensuring all team members understand and practice trauma-informed care when working with survivors.
Professional Development: Organize regular training sessions for staff, particularly around trauma-informed care, housing advocacy, legal advocacy, and case management best practices.
Supervision & Mentorship: Provide direct support and mentorship to team members, encouraging their growth and development in advocacy and leadership roles.
