About The Position

EVS is seeking a Program Manager (PM) for work in Colorado Springs, CO. The PM is responsible for organizing, directing, and managing all contract operations supporting the USAFA VoIP and End User Device (EUD) Support Services contract. This position provides overall leadership, operational oversight, and strategic direction for geographically dispersed teams supporting Voice over Internet Protocol (VoIP), NIPR/SIPR end-user device services, account provisioning, and customer support functions in a mission-essential environment. The Program Manager serves as the primary interface between Enhanced Veterans Solutions, Inc. (EVS) and Government leadership, ensuring all contractual, technical, operational, and performance requirements are successfully executed in accordance with the Performance Work Statement (PWS).

Requirements

  • Active Secret Security Clearance required.
  • Bachelor’s degree in information technology, Business Management, Computer Science, Telecommunications, or related discipline preferred.
  • Minimum of 5-10 years of experience managing large-scale IT operations, telecommunications support, or DoD service contracts.
  • Demonstrated experience managing complex, multi-disciplinary technical support teams in a federal or military environment.
  • Strong knowledge of VoIP systems, end-user device support operations, IT service management, and enterprise support environments.
  • Experience managing performance-based service contracts and Service Level Agreements (SLAs).
  • Familiarity with ServiceNow, CIPS, and enterprise ticket management systems preferred.
  • Excellent leadership, organizational, communication, and customer engagement skills.
  • Ability to prepare and present executive-level briefings and operational reports.
  • Experience supporting mission-essential operations within a DoD environment preferred.
  • PMP (Project Management Professional)
  • ITIL Foundation or higher preferred
  • Security+ CE or equivalent DoD 8140 compliant certification

Responsibilities

  • Lead and manage all contract operations associated with VoIP and End User Device Support Services for USAFA A6.
  • Provide direct oversight of multiple functional teams including VoIP support personnel, Systems Administrators, Field Technicians, and End User Device Support staff.
  • Maintain effective communication and coordination with Government stakeholders, Contracting Officers (CO), Contracting Officer Representatives (COR), senior leadership, and mission partners.
  • Ensure all contract requirements, service levels, and performance metrics are achieved in accordance with the PWS Service Summary requirements.
  • Oversee operational planning, staffing, scheduling, resource allocation, and performance management for all contract personnel.
  • Monitor contract execution to ensure compliance with outage response timelines, work order completion requirements, system availability standards, and reporting deliverables.
  • Direct the preparation and delivery of status reports, briefings, after-action reports, staffing updates, and executive summaries for Government leadership.
  • Ensure uninterrupted support for mission-essential operations, including after-hours response requirements, critical activities, VIP support, and operational standby events.
  • Manage contract risks, issues, and corrective actions to maintain operational effectiveness and customer satisfaction.
  • Coordinate with technical leads to ensure compliance with cybersecurity requirements, DISA STIG implementation, patch management, and operational security standards.
  • Ensure contractor personnel maintain required certifications, training, background investigations, and clearance requirements in accordance with DoD and USAFA policies.
  • Support quality assurance initiatives and continuous process improvement efforts to enhance service delivery and operational efficiency.
  • Oversee staffing support for special events, exercises, graduation activities, and mission-critical operations identified within the Critical Activities List (CAL).
  • Manage subcontractor and vendor coordination activities as required.
  • Ensure all deliverables, documentation, and reports are submitted accurately and on schedule.
