About The Position

The Program Manager strengthens Chicago Rents’ impact by building landlord partnerships, drives recruitment strategies and leads staff to expand safe and affordable housing options available to program participants within diverse housing programs. The role develops strategic materials, monitors program performance and ensures effective coordination with partners and stakeholders. The Program Manager leads a team of staff who help develop and maintain the landlord portfolio.

Requirements

  • Bachelor’s degree in Social Work, Psychology, Social Justice, or related field required (equivalent experience considered)
  • Minimum 4 years of experience in social services, property management, or related field; homelessness or housing experience preferred
  • Demonstrated project management experience
  • Excellent professional writing and verbal communication skills.
  • Strong organizational, conflict resolution, and computer literacy skills
  • Demonstrate integrity, strong work ethic, and professional presence
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Must have reliable personal transportation for travel to multiple locations within the City of Chicago

Responsibilities

  • Build and sustain relationships with landlords, property managers, and housing partners to expand access to safe and affordable units for program participants
  • Leads and implements large-scale targeted landlord recruitment efforts to secure proper, safe, and affordable housing units throughout the city of Chicago
  • Oversees overall housing unit portfolio, ensuring diversity of unit and consistent with landlord/property partner protocols (e.g. unit application processes)
  • Address and support resolution of stakeholder concerns
  • Develop outreach materials and marketing – including brochures, mailings, presentations, and digital content to support landlord recruitment and retention efforts
  • Research and apply best practices to strengthen program outcomes
  • Establish a team-based approach for managing landlord relationships
  • Collaborate cross functionally with program leadership across diverse teams
  • Conduct periodic case file and portfolio audits to ensure compliance with HUD, ESG, DV, DFSS, and internal Chicago Rents standards, and develop corrective action plans when necessary
  • Analyze program data trends to identify risks, operational inefficiencies, and concentration issues within the landlord portfolio and implement mitigation strategies
  • Design and implement a standardized LLEC supervision framework including performance benchmarks, inspection readiness standards, landlord onboarding targets
  • Review and audit staff time allocation, productivity benchmarks, inspection scheduling efficiency, and compliance documentation accuracy
  • Oversee staff development and performance, operational oversight (e.g. timesheet approval and time off), and compliance and training management
  • Collaborate with the Senior Program Manager to evaluate team capacity, redistribute workload when needed. Demonstrate stewardship of departmental and organizational resources
  • Assist with organizational events and other duties as assigned
