About The Position

Graham Technologies is seeking a Program Manager to provide executive-level leadership, direction, and oversight for our customers. The Program Manager will be responsible for overall contract performance, including execution of strategic communications and outreach initiatives supporting blood donation, development of monthly operational blood program reports, oversight of blood comparability assessments, and leadership of business process improvement initiatives, including the development of Return on Investment (ROI) methodology. The Program Manager will serve as the primary interface with Government stakeholders, including senior DoD medical and operational leadership, and will ensure that all deliverables comply with applicable blood banking regulations (FDA, AABB, and DoD Blood Program standards), contractual requirements, and performance objectives. Location: Falls Church, VA

Requirements

  • U.S. Citizenship is required. Candidate must be eligible to obtain and maintain a U.S. Government background investigation in accordance with contract requirements.
  • Bachelor's degree or higher in English, Journalism, Communications, or related field. In lieu of degree, minimum three (3) years of Program Manager experience.
  • Minimum three (3) years of program management experience.
  • Demonstrated experience in blood banking operations and blood regulations.
  • Experience supporting DoD military and/or civilian customers.
  • Expertise in managing complex, multi-task technical programs.
  • Strong stakeholder engagement skills at senior leadership levels.
  • Knowledge of transfusion medicine regulatory frameworks (FDA, AABB, DoD standards).
  • Strategic planning and performance management capability.
  • Strong written and executive-level communication skills.

Responsibilities

  • Organize, direct, manage, and review all technical and operational deliverables under the contract.
  • Serve as primary point of contact for DHA/DoD stakeholders.
  • Maintain communication channels with senior client leadership and company partners.
  • Develop and oversee task plans, schedules, and deliverable quality control processes.
  • Oversee development and execution of a strategic communications and outreach approach to support blood donation initiatives.
  • Ensure messaging aligns with DHA mission, donor engagement objectives, and military readiness priorities.
  • Supervise the creation of monthly operational blood program data reports.
  • Ensure methodology includes validated data sources, standardized performance metrics, and trend analysis.
  • Oversee development of Blood Comparability Assessments, including evaluation of compatibility standards, supply chain comparability, and regulatory alignment.
  • Direct development of ROI calculation methodology.
  • Ensure documentation of: Data sources Financial and operational formulas Reporting dashboards and executive summaries
  • Review and approve Memoranda of Agreement (MOA); provide redacted examples as required.
  • Support mission and vision development.
  • Guide operational plan creation with measurable performance outcomes.
  • Assist in capital planning and initiative prioritization aligned with strategic goals.
