About The Position

The Program Manager provides operational oversight, program coordination, and team leadership to ensure high-quality, compliant, and effective service delivery across assigned programs in Texas. This role supports staff performance, program growth, community engagement, and regulatory compliance while maintaining alignment with organizational values and standards. The Program Manager serves as a liaison between leadership, staff, and community stakeholders to ensure services are delivered efficiently, ethically, and in accordance with state and federal guidelines.

Requirements

  • Bachelor’s degree required (Master’s preferred) in Social Work, Counseling, Psychology, Public Health, Healthcare Administration, or related field.
  • Relevant Texas licensure preferred (LPC, LCSW, LMFT, or similar) if overseeing clinical services.
  • Valid driver’s license and reliable transportation (if community-based services are involved).
  • Minimum 2–3 years of experience in behavioral health, social services, or healthcare program management.
  • Prior supervisory or leadership experience preferred.
  • Strong knowledge of Texas behavioral health regulations and compliance standards.
  • Experience working with diverse populations and community-based programs.
  • Strong organizational and time-management skills.
  • Excellent leadership and interpersonal communication skills.
  • Ability to manage multiple priorities in a part-time capacity.
  • Knowledge of documentation standards and electronic health records (EHR).
  • Commitment to trauma-informed, culturally responsive care.
  • Ability to work independently while collaborating with leadership.

Responsibilities

  • Oversee day-to-day operations of assigned programs.
  • Ensure services are delivered in compliance with Texas state regulations, payer requirements, and organizational policies.
  • Monitor program performance, productivity, and outcomes.
  • Assist in enforcing policies, procedures, and quality improvement initiatives to staff
  • Support documentation standards and ensure timely and accurate reporting.
  • Provide leadership and support to clinical and non-clinical staff.
  • Assist in onboarding, training, and mentoring team members.
  • Conduct regular check-ins to support professional development and performance.
  • Promote a positive, collaborative, and accountable team culture.
  • Monitor adherence to clinical documentation standards and service delivery guidelines.
  • Assist with audits, licensing requirements, and regulatory reviews.
  • Identify and address risk management concerns proactively.
  • Ensure confidentiality and HIPAA compliance at all times.
  • Build and maintain relationships with referral sources and community partners.
  • Represent the organization in community meetings as needed.
  • Support outreach efforts to expand program visibility and impact.
  • Track program metrics and assist in data reporting utilizing Master Tracker and ensuring staff are actively updating and accurately.
  • Support budgeting and resource allocation as directed.
  • Collaborate with executive leadership on program development and growth initiatives.
