About The Position

BluePath Labs is a fast-growing research and consulting company committed to solving complex problems for federal, state, and local government clients. We offer a range of professional, scientific, and technology services. We are actively seeking a Program Manager to support our civilian client. This role will provide senior-level program and project management leadership, review and evaluate project documentation, budgets, progress, market research, and supply chain risk management data, and serve as the primary customer-facing lead for the contractor team. This position is contingent upon contract award. We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. In support of this civilian client, the Program Manager will provide senior-level oversight and subject matter expertise across program and project management activities. The Program Manager will review and evaluate project management documentation, project progress, budgets, best practices, industry standards, market research reports, and enterprise supply chain risk management data. This role will conduct project analysis, report findings to upper management, develop overarching program and project management standards, support contractor team members, coordinate with external agencies and organizations as needed, and manage the contractor team as the primary customer-facing team lead.

Requirements

  • U. S. Citizen
  • Bachelor's degree in a related field
  • 17 to 19 years of experience in a related field supporting a variety of projects
  • Strong oral and written communication skills
  • Knowledge of methods, metrics, tools, and techniques of business process reengineering
  • Experience in government acquisitions, including pre-award and post-award contract management
  • Experience leading a team in supply chain risk management-related activities

Nice To Haves

  • Advanced degree, such as an M.S. or Ph.D., in a field related to ASPR's public health mission
  • Prior experience supporting public health, emergency preparedness, medical countermeasure, supply chain, or federal health mission programs
  • Demonstrated experience developing program management standards, governance processes, and quality controls across complex projects

Responsibilities

  • Review and evaluate project management documentation and project progress for project owners
  • Conduct project analysis and report findings, risks, and recommendations to upper management
  • Review and evaluate project budgets, project management best practices, and new industry standards
  • Review and evaluate market research reports and enterprise supply chain risk management data, including background and performance analysis
  • Provide subject matter expertise and support to contractor team members
  • Develop overarching program and project management standards to promote consistency, quality, and effective delivery
  • Coordinate with other agencies and organizations as needed to support project completion
  • Manage the contractor team and serve as the primary customer-facing team lead
