About The Position

The Program Manager is responsible for leading the planning, organization, and management of complex programs and projects, ensuring successful execution within defined scope, quality, time, and cost constraints. This role encompasses overseeing both established business programs and new business initiatives, with a focus on strategic leadership and high-impact decision-making. The Program Manager will autonomously handle complex programs, often involving multiple teams and higher contract values, and will provide guidance to other program managers.

Requirements

  • Bachelor’s degree from an accredited 4-year program (emphasis in business or management preferred) or an equivalent combination of education and experience.
  • At least 3 years in leadership roles, with experience interacting with engineering, contracts, procurement, and production professionals.
  • Proficiency in speaking, reading and writing in English.
  • Ability to read, analyze and interpret common professional and industry relevant technical literature.
  • Ability to correspond effectively and efficiently with coworkers, supervisors/managers, subcontractors, customers, regulatory agencies, or members of the business community.
  • Experience interpreting common schedules and financial reports.
  • Must be comfortable communicating with all team members in person, by phone, or by Microsoft Teams.
  • Ability to comprehend, calculate and apply principles of business math.
  • Proficiency with Microsoft Office applications (including Microsoft Project) is essential.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • The ability to remain in a stationary position for part of the time, and to occasionally move around the office.
  • Operating a computer, keyboard and telephone, as well as handling or feeling other objects.

  • Moving small items and possibly lifting and carrying up to 25 pounds.

Nice To Haves

  • Project Management Institute (PMI) Project Management Professional (PMP) certification.
  • SCRUM Certification.
  • Familiarity with FAR/DFAR, the US Department of Defense acquisition process, DoD contracting, local, state, and federal safety regulations, and ISO 9001 quality management requirements.
  • PMP (Project Management Professional) certification or equivalent is preferred.
  • Ability to operate in a professional and uninterrupted environment if/when the employee is authorized to work a hybrid work schedule.

Responsibilities

  • Serve as the primary point of contact with customers on all program matters.
  • Develop comprehensive program plans, including task definitions, schedules, budgets, and risk management strategies.
  • Implement and execute program plans. Continuously assess ongoing program status, comparing results to the plan, and adjusting to ensure desired outcomes.
  • Support Quarterly Program Reviews (QPR) by reporting on financial, customer, technical, schedule, resource, quality, and risk factors. Update spend plans for labor, materials, and other direct costs (ODC).
  • Maintain effective relationships with customers and suppliers. Act as the customer advocate within the company to ensure their reasonable expectations are met. Ensure subcontractors are treated professionally and transparently.
  • Collaborate with Engineering Managers and other company management to ensure the timely allocation and withdrawal of human resources for the program.
  • Establish and maintain program office files for all correspondence with internal and external stakeholders.
  • Foster effective communication within and among assigned staff to ensure all tasks are completed and interfaces between team members and program components are well-defined and consistent.
  • Perform and manage risk analyses to minimize program impacts.
  • Ensure all deviations from contracts and subcontracts are processed through the appropriate channels.
  • Adhere to all company processes, procedures, and government regulations.
  • Manage assigned proposal efforts, ensuring alignment between the scope of work and company bids. Ensure bid submissions are competitive and offer reasonable profit opportunities.
  • Perform other related tasks as assigned by the Director/Deputy Director of Programs or senior management.
  • Plan and ensure the timely delivery of all contractually required management and technical data.
  • Identify and understand customer expectations beyond contractual requirements early in the program. Resolve discrepancies to ensure alignment with company goals.
