About The Position

CSlope Solutions is seeking an experienced Program Manager to support the West Desert Test Center's mission of delivering reliable IT capabilities to a geographically remote, dual-domain test range. This role serves as the single point of accountability for all technical and administrative performance under the contract. The selected candidate will provide on-site leadership at Dugway Proving Ground (DPG), Utah, ensuring contractual compliance, managing a 22-FTE workforce across 15 labor categories, and acting as the primary interface with Government stakeholders, including the Contracting Officer (KO), COR, and WDTC CIO. This position requires on-site presence during normal duty hours: Monday–Thursday, 0700–1730 MST. Note: This position is contingent upon contract award.

Requirements

  • 24 semester hours in mathematical, engineering, or quantitative analysis coursework OR equivalent military/government education recognized by the Contracting Officer
  • Minimum 5 years (within the past 10 years) as a Program or Contract Manager on DoD or federal IT service contracts OR Minimum 15 years of cost analysis experience with familiarity with DoD data sources (EVM, CSDR)
  • IAT Level I (A+ CE, Network+ CE, SSCP, or equivalent) required
  • Must be physically present on-site at DPG, UT during normal duty hours
  • Must be available 24/7 to respond to Government concerns or urgent situations
  • Active Secret clearance (T3 or T3R)
  • Must remain enrolled in Continuous Evaluation (CE) / Continuous Vetting (CV) throughout performance

  • PMP or DAU PM Level II strongly preferred

Responsibilities

  • Serve as the on-site central point of contact to the KO and COR for all contract performance matters
  • Exercise authority to act on behalf of CSlope Solutions for daily operations and contract execution
  • Develop and maintain a Quality Control Plan (QCP) and ensure compliance with PWS requirements and cybersecurity policies
  • Attend required meetings, including post-award conferences and quarterly performance reviews
  • Manage the 70/30% Reimbursable Labor Rate (RLR) goal and submit required reporting
  • Ensure continuity of operations by designating and coordinating with an Alternate Program Manager when necessary
  • Oversee personnel security, clearance processing, and CAC management
  • Coordinate staffing, backfill, and personnel changes in accordance with contract requirements
  • Ensure timely, accurate submission of all CDRLs and deliverables
  • Support transition planning and execution (both transition-in and transition-out phases)
