About The Position

The New Horizons Program Manager provides comprehensive direction and daily management to the New Horizons Domestic Violence Shelter located in Middletown, CT. Under the direction of the Director of the Center for Key Populations, the Program Manager is responsible for supervision of key staff, managing daily shelter operations, efficient implementation of CT Coalition Against Domestic Violence (CCADV) standards of care and application of all CHC policies and procedures. The Program Manager has the primary function of optimizing program outcomes for clients by creating pathways for services to ensure that all clients can access community supports that will assist them in achieving wellness. The Program Manager also works with staff to ensure smooth day-to-day program operations, to seamlessly integrate DV services with other CHC programs, and to maintain a positive presence in the community. In partnership with CHC’s development and grants team, the Program Manager helps to execute strategies to allocate limited resources, while identifying new funding opportunities to support additional programming and services.

Requirements

Bachelor’s Degree Required
Experience in Domestic Violence/Intimate Partner Violence
Ability to work weekends, evenings and holidays
Strong Communication and Program Management Skills
Domestic Violence Certification (obtained within 30 days of hire)

Responsibilities

Ensures safe, comfortable, secure accommodations for guests of emergency domestic violence shelter, which houses 10-15 residents.
Leads regular shelter meetings including weekly resident house meetings, weekly direct-care staff meetings, DV prevention team meetings, bi-weekly legislative advocacy meetings and other meetings as needed.
Oversees the implementation of CCADV standards of care for DV shelters, as well as, CHC policies and procedures that support successful program operation and the attainment of funder-driven program outcomes.
Trains, evaluates, and provides supervision to adult shelter advocates, child shelter advocates, court advocates and other shelter staff. Provides documentation of training and supervision for all staff and volunteers.
Designs and monitors a strategic outreach plan for dissemination of diverse medium information about DV services, including prevention education, toolkits, direct service options, and community resources.
Assists with care coordination for complex/multidisciplinary cases and provides guidance on goal setting and optimization of service options.
Efficiently assigns caseloads to advocates and monitors all documentation and notes related to client care.
Works closely with Director of CKP to ensure timely and accurate data entry as required by the CCADV. Works with Director of the CKP to Submit billing and programmatic reports as required.
Efficiently secures adequate staffing/coverage for 24-hour emergency shelter. Reviews and approves staff attendance records, mileage requests, and other administrative/fiscal requests.
Responsible for oversight, debriefing, and follow-up regarding critical incidents in shelter.
Purchases and tracks program supplies and client expenses or oversees designated staff in doing so.
Responsible for recruitment, hiring, and onboarding of staff for assigned programs and roles.
Attends all required meetings, supervision, and staff trainings as identified by Director of CKP.
Models positive, constructive strategies of client engagement, using principles of harm reduction, motivational interviewing, victim advocacy, and trauma-informed care.
Participates in on-call rotation with other advocates and assists with emergency program coverage, including evenings, weekends, and holidays, when necessary.
Maintains strong relationships with community partners and stakeholders who represent the most necessary and appropriate collaborations for optimizing resources and care for individuals experiencing DV.
Oversees major projects affecting shelter program operations. Maintains shelter facilities appropriately by working with CHC facilities team to repair, renovate and build as needed to sustain a healthful and safe shelter environment. Coordinates regular safety drills.
Serves as point of de-escalation for client concerns reported through grievance procedure under the agency’s Grievance Policy and Procedure. Completes review of client grievances and resolutions including follow up of initial grievance investigation. Documentation of grievances per CHC policy.
Participates in budget discussions with Director of CKP and CHC grants department to ensure appropriate expenditure of funding and forecasting for future spending.
Establish and monitor organized system for tracking volunteers, donations, and correspondence.
Closely monitors credit/expense reports and submit weekly expense reports for shelter with appropriate documentation, allocation reporting and receipt submission. Tracks and monitors expenses to ensure appropriate expenditure of grant and donation funds.
