About The Position

SPAARK is seeking an experienced Program Manager (Key Personnel) to support the United States Special Operations Command (USSOCOM) J6 Program Management Office Support Services (PMOSS). The Program Manager serves as the primary point of contact with the Government and provides overall leadership, direction, and oversight of contractor personnel performing program management and administrative support services. This position is responsible for managing contract performance, ensuring quality execution, maintaining compliance with contractual requirements, and fostering collaborative relationships with Government stakeholders while supporting mission-critical information technology programs across USSOCOM.

Requirements

  • Active Top Secret security clearance required and SCI eligibility required.
  • Master's degree in business administration, Management, Information Technology, Engineering, or a related discipline.
  • Relevant Government program management experience may be substituted for formal education.
  • 10+ years of progressively responsible Program Management experience supporting Department of Defense or Federal Government organizations.
  • Demonstrated experience managing large Government service contracts and multidisciplinary teams.
  • Experience supporting acquisition planning, contract administration, quality assurance, and program documentation.
  • Strong understanding of Federal acquisition processes, contract management, and performance-based service contracts.
  • Exceptional leadership, communication, organizational, and customer relationship management skills.
  • Experience developing executive briefings, performance metrics, reports, and management documentation.
  • Ability to lead multiple priorities in a dynamic, mission-focused environment.

Nice To Haves

  • Experience supporting USSOCOM or Special Operations organizations.
  • Experience supporting DoD J6, CIO, Enterprise IT, or Program Management Offices.
  • Knowledge of Service Level Agreements (SLAs), Quality Assurance Surveillance Plans (QASP), Contract Data Requirements Lists (CDRLs), and performance metrics.
  • Experience with Government document management systems and contract lifecycle management.
  • Prior experience leading transition planning and contract start-up activities.

Responsibilities

  • Serve as the primary interface between SPAARK and Government leadership for all contract activities.
  • Provide overall management, leadership, and oversight of contractor personnel supporting the PMOSS contract.
  • Direct program management and administrative functions supporting multiple USSOCOM IT programs and contracts.
  • Develop program strategies, acquisition planning efforts, and administrative processes that support Government objectives.
  • Oversee the development, review, and management of acquisition documentation, including Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), pricing structures, Contract Data Requirements Lists (CDRLs), reports, and DD254 security documentation.
  • Ensure program and contractual documentation is properly tracked, organized, and maintained utilizing Government-approved portals and document management systems.
  • Monitor contractor performance against Service Level Agreements (SLAs), Quality Assurance metrics, and contract performance objectives.
  • Oversee the collection, analysis, and reporting of contract performance metrics, providing executive-level reports and scorecards to Government leadership.
  • Coordinate quality assurance monitoring activities with Government representatives, Subject Matter Experts (SMEs), and applicable contract holders to ensure compliance with contractual requirements.
  • Manage and maintain a comprehensive contract documentation library, ensuring documentation is current, accurate, properly distributed, archived, and readily accessible.
  • Oversee documentation validation and quality reviews to ensure contractor deliverables comply with Government standards and contractual requirements.
  • Lead training and communication efforts related to documentation standards, security requirements, review processes, and quality procedures.
  • Ensure contract deliverables are completed accurately, on schedule, and in accordance with performance standards.
  • Develop and maintain the Program Management Plan (PMP) and Quality Control Plan (QCP) throughout contract performance.
  • Lead transition-in and transition-out planning activities to ensure uninterrupted mission support.
  • Manage staffing, resource allocation, contract risk, issue resolution, and customer communications.
  • Prepare executive briefings, status reports, and presentations for Government leadership.
  • Foster a culture of continuous improvement, accountability, and customer satisfaction.
