About The Position

Nemean Solutions is seeking a Program Manager to provide overall management, leadership, and oversight for the USSOCOM J6 Program Management Office Support Services (PMOSS) contract. This role involves directing contractor personnel, ensuring successful execution of contract requirements, managing customer relationships, overseeing quality and performance standards, and ensuring timely and accurate completion of all deliverables. The Program Manager will act as the primary interface between Nemean Solutions and Government leadership, responsible for strategic planning, program administration, resource management, and contract performance oversight for USSOCOM Information Technology programs. The applicant must be available during core work hours established by the Government customer.

Requirements

  • Master’s Degree (relevant experience may be considered in lieu of formal education).
  • Demonstrated experience managing large Government contracts and professional services teams.
  • Experience overseeing contract performance, quality assurance, staffing, and customer engagement activities.
  • Strong knowledge of program management principles and contract administration.
  • Strong contract management and program oversight capabilities.
  • Ability to develop and execute strategic plans and operational objectives.
  • Ability to build and maintain relationships with senior Government officials and stakeholders.
  • Knowledge of Federal contracting principles, acquisition processes, and program management best practices.
  • Ability to manage multiple projects, priorities, and resources simultaneously.
  • Strong decision-making and risk management skills.
  • Active Top-Secret Clearance required.
  • Eligibility for access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) may be required based on assignment.

Nice To Haves

  • Experience supporting USSOCOM, DoD, Joint Staff, Combatant Commands, or other Federal agencies.
  • Experience managing Information Technology and Program Management Office support contracts.
  • Familiarity with acquisition planning, budget execution, resource management, and strategic planning processes.
  • Knowledge of Quality Assurance Surveillance Plans (QASP), Service Level Agreements (SLA), and performance management methodologies.
  • PMP certification or equivalent program management credentials preferred.

Responsibilities

  • Serve as the primary Program Manager for the PMOSS contract.
  • Manage and oversee all contract activities performed by contractor personnel.
  • Provide strategic direction, leadership, and management support to Government customers and contractor staff.
  • Ensure contract deliverables are submitted accurately and within required timelines.
  • Oversee program strategy development, acquisition planning, documentation development, and program administration activities.
  • Monitor contract performance, quality assurance metrics, service level agreements, and customer satisfaction measures.
  • Manage risk identification, mitigation planning, and program communications.
  • Coordinate staffing actions, workforce planning, transition activities, and personnel replacement efforts.
  • Support development and review of Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), CDRLs, pricing structures, and related acquisition documentation.
  • Lead meetings, briefings, reviews, and status reporting activities with Government stakeholders.
  • Provide oversight of financial planning, resource management, budget execution support, and program performance analysis.
  • Ensure compliance with all contract requirements, Government policies, security requirements, and applicable regulations.
  • Coordinate transition-in and transition-out activities and ensure continuity of operations throughout contract performance.
  • Maintain effective communication and collaboration with Government leadership, Contracting Officers, CORs, stakeholders, and subcontractors.
  • Review and approve program reports, assessments, recommendations, and contractual documentation prior to submission.
  • Monitor contract risks, issues, corrective actions, and performance improvement initiatives.
  • Support organizational planning, process improvement, governance activities, and strategic initiatives as required.
