About The Position

RieLes Group is seeking an experienced Program Manager to oversee contract operations supporting the NIH Clinical Center’s Patient Support Services and Nursing Department. This role is responsible for program execution, staffing oversight, compliance, quality assurance, and client engagement, ensuring all services align with NIH mission-critical standards. The Program Manager will serve as the primary liaison between the Contractor and NIH leadership, ensuring seamless delivery of services, operational excellence, and compliance with federal contract requirements.

Requirements

  • Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, or related field
  • Minimum 5–7 years of program/project management experience, preferably in a healthcare or federal setting
  • Experience managing federal contracts, preferably with HHS or NIH
  • Strong leadership and team management experience
  • Knowledge of healthcare operations and patient support services
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Must be able to pass: Background investigation and obtain NIH PIV badge, Drug screening and medical clearance

Nice To Haves

  • Master’s degree
  • Experience supporting clinical or hospital environments
  • Familiarity with NIH systems (e.g., CRIS, scheduling systems)
  • PMP or similar certification
  • Experience with quality assurance and compliance programs

Responsibilities

  • Lead overall execution of the NIH Clinical Center support services contract
  • Serve as the primary point of contact with the Contracting Officer (CO) and Contracting Officer’s Representative (COR)
  • Ensure compliance with all contract requirements, policies, and federal regulations
  • Develop and implement program strategies to meet performance objectives
  • Oversee recruitment, onboarding, and retention of qualified personnel
  • Ensure adequate staffing coverage across all shifts (including evenings, weekends, and holidays as needed)
  • Supervise on-site leadership and ensure continuity of operations
  • Manage workforce planning, scheduling, and performance evaluations
  • Develop and maintain a Quality Control Program (QCP)
  • Monitor staff performance, service delivery, and customer satisfaction
  • Address performance issues and implement corrective action plans when necessary
  • Ensure compliance with The Joint Commission standards and NIH guidelines
  • Ensure efficient delivery of administrative and clinical support services
  • Oversee patient-facing operations including scheduling, admissions, and customer service
  • Maintain high standards of professionalism, accuracy, and responsiveness
  • Provide regular status reports to NIH stakeholders
  • Track performance metrics, staffing levels, and service outcomes
  • Respond to incidents or complaints within required timeframes
  • Ensure all staff complete the required onboarding, training, and certifications
  • Maintain compliance with: HIPAA / Privacy Act requirements, Infection control and safety regulations, NIH Clinical Center policies and procedures
