About The Position

Volunteers of America Northern California & Northern Nevada (VOA-NCNN) is a nonprofit organization with a mission to change individual lives, instill hope, increase self-worth, and facilitate independence through quality housing, employment, and related supportive services. As a Certified Great Place to Work, VOA-NCNN is recruiting for a full-time Program Manager for the Adolfo Housing Program at its Mather Community Campus Programs. This campus includes several programs such as the Laverne Adolfo Transitional Housing Program for Youth (THP-Plus), Mather Transitional Housing Program for Families, DHS/OTL Family Program, Mather Emergency Shelter for Single Adults, and the Sacramento County Employment Program. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage. Please note, interviews will not begin until May 2026.

Requirements

  • Bachelor’s degree in social work, psychology, public administration, nonprofit management, human services, or a closely related field is required.
  • A minimum of four years of experience in the human services field dealing with issues and challenges unique to homelessness, substance abuse, young adults, foster youth/probation or former foster youth, minorities, mental health, issues dealing with elderly, and people with disabilities.
  • An additional four years of experience may substitute for degree requirement.
  • Valid California driver's license and ability to meet the organization’s insurance carrier guidelines are required.
  • Must pass all required background clearances in accordance with agency, County, State, and federal standards.
  • CPR/First Aid certification is required within 90 days of employment.
  • Completion and maintenance of all required training and health clearances.

Nice To Haves

  • Three years of prior management experience or relatable leadership experience is preferred.
  • Specific knowledge and experience with Twelve Step philosophy, addiction and recovery, and dysfunctional family dynamics is preferred.

Responsibilities

  • Responsible for the development and management of all financial and contractual aspects of the program’s services, including assisting in budget development and monitoring, providing quality services within budget, serving as liaison to county contract personnel, providing documentation for contractual agreements, participating in community relations, assisting in grant acquisition and renewal, completing reports for funding sources, referring new funding sources, and developing operations manuals.
  • Responsible for the management of all areas of daily operations and activities of the program services in compliance with company policies, including managing property maintenance, security, and safety, coordinating client placement referrals, responding to complaints, maintaining accountability and inventory of equipment and supplies, responding to client grievances, and supervising referrals for necessary evaluations.
  • Responsible for distribution and monitoring of staff’s workloads to achieve established objectives of the department, including responding to personnel complaints, identifying necessary resources, developing staffing schedules, maintaining client contact to ensure employee performance aligns with client needs, directing available resources, and assisting with daily workloads.
  • Responsible for training, development, and motivation of staff, including interviewing and hiring, establishing and evaluating staff goals, assisting with orientation and training, identifying ongoing training needs, conducting performance appraisals, and providing progressive disciplinary action.
  • Responsible for self-development, including continually learning and enhancing skills, attending mandatory training, and attending Program Manager meetings.
  • Responsible for the dissemination of information to staff and senior management on new developments and the status of activities as it applies to overall company operations, including informing senior management of potential workflow problems, communicating new and established procedures to staff, serving as part of the organization management team, and maintaining professional working relationships with other managers and directors.
