About The Position

Program Manager Agency With Choice Services – Full Time, Exempt The Arc of Chester County has been providing services to individuals with disabilities and their families for over 70 years. POSITION SUMMARY: The AWC Program Manager oversees AWC services, supervises and evaluates Program and Lead Program Coordinators (PC/LPC) and ensures effective service coordination enabling participants to successfully self-direct their services. This role involves collaborating with Arc management in the development and implementation of agency policy, and department procedures and plans. AWC Program Managers guide the AWC team, serve as a backup to LPCs and PCs when needed, participate in meetings, ensure compliance with waiver and agency requirements and serve as an AWC management on-call representative.

Requirements

  • Minimum of a bachelor’s degree and/or at least 5 years working in a customer service/human services position.
  • Excellent organizational, interpersonal, communication, and writing skills required.
  • Ability to work independently, to set priorities and follow through on details.

  • One year of supervisory experience preferred.
  • Experience coordinating and working with volunteers.

Responsibilities

  • Participate, collaborate and/or implement The Arc of Chester County’s 5-year Strategic Plan.
  • Complete all training and qualifications requirements.
  • Supervise and support AWC program staff, ensuring alignment with agency policies and procedures.
  • Responsible for interviewing, hiring, training, assigning, supervising and evaluating LPC/PCs in conjunction with AWC Director and in accordance with agency policy, program requirements and regulations; approve staff time and attendance reports; and track and complete performance evaluations for assigned staff in a timely manner.
  • Ensure business continuity and coverage during staff absences so deadlines are met at all times.
  • Supervise and manage LPC/PCs to ensure completion of their job responsibilities and provide backup LPC/PC coverage when necessary.
  • Develop and maintain collaborative relationships with stakeholders, including participants, SSPs, MEs, Arc staff, leadership and external partners.
  • Conduct visits to the home and/or community, as required.
  • Provide oversight and technical assistance to AWC program staff, MEs, SSPs, the families and team to ensure AWC services are rendered in accordance with agency policies, procedures, plans, funder requirements, and laws.
  • Collaborate with other AWC Program Managers to ensure consistent and quality implementation of services across AWC program and the agency.
  • Collaborate with The Arc Fiscal department and resolve fiscal issues including but not limited to payroll and billing issues.
  • Assist in monitoring and addressing utilization of all services.
  • Provide feedback to AWC Director to review, update, and develop department policies procedures and training to ensure the highest level of oversight to AWC Services in accordance with the funder requirements and Arc policies, plans, and procedures.
  • Ensure completion of training for AWC MEs and SSPs .
  • Ensure timely follow up for all identified issues and document and implement corrective action plans for MEs, SSPs and AWC LPC/PC performance issues.
  • Document all communications with participants, ME’s SSP’s AWC staff and others such as but not limited to Supports Coordination Organizations, team members for the participant, Administrative Entities and ensure documentation is in accordance with AWC procedures.
  • Identify and report concerns or non-compliance with SSPs, MEs, AWC LPC/PC and/or other AWC staff to AWC Director and others as needed.
  • Work collaboratively with AWC Human Resources (HR) and AWC Director to ensure SSP compliance to funder, agency, and departmental policies and procedures.
  • Implement disciplinary process as required.
  • Responsible for ensuring accuracy of records, reports and documentation for audits, compliance and program evaluation and generate documentation as needed.
  • Ensure completion of incident management process in accordance with agency policies and procedures.
  • Evaluate effectiveness of corrective actions and make recommendations for additional corrective actions as needed.
  • Manage vendor service payments for assigned supervisee's caseload, including ensuring all required documents are received, legible, and compliant, as well as billing authorizations are correct for the service rendered.
  • Communicate with Supports Coordination Organizations and Administrative Entities on issues or concerns.
  • Work collaboratively with Arc Fiscal Department to ensure payments are made timely.
  • Participate in agency meetings, and represent The Arc at meetings with external stakeholders, public forums, etc.
  • Assist AWC Director with recommendations for AWC services/requirements during regulatory comment periods.
  • Participate in Arc-sponsored events.
  • Other duties as assigned.
