About The Position

The Department of Mental Health is seeking an experienced, energetic Site Director for the North Shore Site Office. The Site Director position is fast paced and requires the ability to multitask, balancing both clinical, managerial and administrative tasks. This is a senior leadership position within the Northeast Area. An essential role of the Site Director is to provide day to day clinical leadership to the Site Office staff and clinical/risk management oversight for the DMH funded vendor operated services in the North Shore Site. The Site Director role combines essential clinical, managerial and administrative skills to monitor the Site's comprehensive mental health service delivery system and assures that the mental health service needs of individuals are met. There is attention to the assessment of risk for all individuals served with the development of risk/safety plans as needed. The Site Director assesses, problem-solves and reports on programmatic and systemic issues that impact the delivery of quality mental health services in the North Shore Site. The Site Director develops and maintains necessary networks to ensure that strong linkages and a continuum of mental health services exist for individuals served by DMH.

Requirements

  • Possess clinical, administrative and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management and review, risk management and quality management.
  • Knowledge of the principles and practices of crisis management and ability to make decisions, act quickly, and de-escalate situations to maintain individuals served/staff/office safety.
  • Experience with conflict resolution strategies and ability to advocate effectively on behalf of individuals served.
  • Ability to provide clinical supervision, determine staff training needs, motivate staff to work effectively, evaluate performance and determine need for disciplinary action.
  • Demonstrate the ability to assess needs of individuals served, develop risk mitigation strategies, and evaluate case management processes and results.
  • The capacity to recognize clinical symptomology within individuals served which will require staff to refer the individual to more appropriate clinical services and ensure ongoing assessment of risk.
  • Ability to analyze data and use to inform and improve practices.
  • Ability to understand, explain and apply the laws, regulations, policies, procedures, standards, and guidelines governing the agency and unit activities.
  • Ability to work independently, organize work efficiently, respond promptly and appropriately to changing needs of individuals served and multiple demands.
  • Demonstrate skills initiating and maintaining productive and tactful communication with a variety of service providers, individuals served, family members/significant others, and guardians.
  • Proficiency with Microsoft Office including Outlook and Excel; Tableau
  • Possess the capacity to facilitate meetings and achieve a level of consensus with a diverse group of stakeholders as well as the ability to articulate clearly and concisely in verbal and written modes; ability to prepare statistical reports.
  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Responsibilities

  • Develops and implements a plan for the delivery of mental health services based on DMH priorities which assures consistency, integration, and comprehensiveness of the mental health service delivery system. The plan includes integration of effective Risk Management and Quality Management principles and practices.
  • Provides clinical and managerial supervision to Adult Mental Health Supervisors and administrative supervision to clerical staff.
  • Oversees the Site’s Needs and Means service authorization determination process, including prioritizing individuals for services and the referral process for mental health services.
  • Manages the Site Office budget.
  • Oversight responsibility for discharge planning from DMH continuing care units and monitors availability of diversion and step-down resources for individuals in acute psychiatric inpatient units.
  • Facilitates regular Site level contract monitoring meetings to ensure optimal utilization of vendor operated services, including ongoing Level of Care reviews, utilization of Evidence Based Practices, risk management and risk mitigation strategies.
  • Oversees all clinical and operational aspects of the Site’s Case Management services including but not limited to the adherence to all Departmental policies and procedures, use of electronic health records, Medicaid billing system, utilization management, utilization review, risk management, and service authorization.
  • Demonstrates the ability to facilitate a level of consensus and cooperation between diverse stakeholders, such as vendor staff, case managers, family members, individuals served, legal guardians, inpatient staff, and members of other DMH departments such as clinical standards, quality management and program services.
  • Demonstrates a clear understanding and commitment to providing culturally competent services, is sensitive to staff and individuals of diverse racial, ethnic, cultural, or economic backgrounds and promotes the hiring of a diverse workforce. Demonstrates a commitment to workforce development.
  • Maintains ongoing relationships with agencies contracting with DMH for delivery of services under the state’s purchase of service regulations, including participation in the service procurement process through data gathering/needs assessment, RFR development, and participation on RFR Selection Committees.
  • Manages and integrates complex systems and/or service components with specific objectives to facilitate a wide range of service options and coordination of individual service systems toward an integrated, complimentary service delivery system.
  • Oversees resource utilization to ensure that all individuals served have access to mental health service options.
  • Participates in Area level planning and development activities regarding Area goals and DMH initiatives, including providing information and reports as requested, attending Area and Statewide forums and meetings, and acts as On-Call for the Northeast Area on an assigned basis.
  • Demonstrates a clear understanding and commitment to the principles of recovery and trauma informed care and is responsible for providing ongoing education to Site and vendor staff to ensure and promote continuous improvement in this area.
  • Ensures person-centered, family driven services that expand access to care, deliver quality treatment, improve health outcomes, and provide opportunities for increasing self-sufficiency for individuals served by DMH.
  • Responsible for reviewing and approving billing in a timely manner for services provided as well as ensures submission of required documentation related to contract amendments.
  • Recruits’ members for and supports an active Site Advisory Board that includes individuals served, family members, and other interested community citizens.
