About The Position

MELE Associates, Inc. is seeking an experienced Program Manager - Technical Security Support Services to support the Department of Energy (DOE) Office of Science (SC) Office of Safety and Security (OSS), Consolidated Service Center (CSC), and Oak Ridge Office of Environmental Management (OREM). The Program Manager is responsible for the overall management, execution, integration, quality, staffing, and performance of all contract requirements supporting DOE Safeguards and Security (S&S) programs. The position provides executive leadership and strategic direction for staff supporting personnel security, industrial security, information security, classification, badging, foreign ownership and facility clearance programs, security surveys, and program support functions. The Program Manager ensures contract performance complies with DOE directives, federal regulations, security policies, quality standards, and performance objectives while maintaining close coordination with federal leadership, site offices, laboratories, contractors, and stakeholders across the DOE Office of Science enterprise. This position is contingent upon contract award.

Requirements

  • Bachelor's degree from an accredited college or university in one of the following fields: Security Management, Criminal Justice, Business Administration, Public Administration, Emergency Management, Intelligence Studies, Information Assurance, Homeland Security, or related discipline.
  • Minimum 10 years of progressive experience managing federal security, safeguards, industrial security, personnel security, or national security programs.
  • Minimum 5 years of experience managing large, complex federal contracts and multidisciplinary teams.
  • Experience supporting DOE, DOD, DHS, Intelligence Community, or other federal national security organizations.
  • Demonstrated experience managing security operations involving classified information, personnel security, industrial security, and physical security programs.
  • Experience overseeing geographically dispersed personnel and multiple task areas.
  • Active DOE Q Clearance or Top-Secret clearance with the ability to obtain and maintain all required DOE access authorizations.
  • Extensive knowledge of DOE Safeguards and Security requirements.
  • Knowledge of DOE Orders 470 Series, 472 Series, 473 Series, 475 Series, and related federal security regulations.
  • Knowledge of Trusted Workforce 2.0 initiatives and personnel vetting requirements.
  • Strong leadership, organizational, and strategic planning skills.
  • Exceptional written and oral communication abilities.
  • Experience with performance metrics, dashboards, and data analytics.
  • Ability to manage complex stakeholder relationships.
  • Strong risk management and problem-solving capabilities.
  • Ability to lead multidisciplinary teams in high-security environments.
  • Proficiency with Microsoft Office Suite, Power BI, and related business systems.

Responsibilities

  • Serve as the primary interface between the Contractor and DOE Contracting Officer's Representative (COR), Contracting Officer (CO), and federal program leadership.
  • Provide executive direction, supervision, and management of all task areas performed under the contract.
  • Ensure seamless integration of personnel, processes, systems, and services across multiple locations and organizational elements.
  • Establish performance objectives, priorities, schedules, and resource requirements to support mission execution.
  • Monitor contract execution and ensure all deliverables are completed accurately and on schedule.
  • Lead transition, startup, and continuity-of-operations activities.
  • Coordinate with DOE organizations, M&O contractors, laboratories, and external stakeholders regarding security support services.
  • Recruit, assign, supervise, develop, and retain qualified security professionals.
  • Ensure staffing levels support mission requirements and contract performance standards.
  • Conduct performance management, workforce planning, succession planning, and employee development activities.
  • Promote a culture of integrity, accountability, professionalism, and customer service.
  • Ensure personnel maintain required qualifications, certifications, training, and security clearances.
  • Authorize and oversee employee professional development programs consistent with DOE requirements.
  • Provide executive oversight and integration of: Personnel Security Programs, National Security Clearance Processing, HSPD-12 and Credentialing Programs, Human Reliability Program (HRP), Classification and Declassification Programs, Controlled Unclassified Information (CUI) Programs, Information Security Programs, Industrial Security Programs, Facility Clearance (FCL) Programs, Foreign Ownership, Control, or Influence (FOCI) Programs, Safeguards and Security Survey Programs, Badging and Access Control Operations, Classified Visits and Assignments, COMSEC, OPSEC, TSCM, and Technical Security Programs, Workplace Substance Abuse Program Support, Security Metrics, Analytics, and Reporting Activities.
  • Develop, implement, and maintain the contract Quality Control Program (QCP).
  • Monitor service delivery, performance metrics, staffing effectiveness, and customer satisfaction.
  • Conduct internal reviews, audits, and corrective action activities.
  • Ensure continuous process improvement and operational excellence.
  • Identify performance risks and implement mitigation strategies.
  • Support DOE reviews, assessments, surveys, and inspections.
  • Prepare budget forecasts, staffing projections, and resource plans.
  • Monitor labor utilization, costs, and financial performance.
  • Support DOE planning, programming, budgeting, and evaluation initiatives.
  • Analyze contract trends and make recommendations for improved efficiency and effectiveness.
  • Provide annual budget information and support financial reporting requirements.
  • Prepare executive briefings, performance reports, management summaries, and status updates.
  • Ensure submission of bi-weekly activity reports and ad hoc reports required by the Government.
  • Present performance metrics, program status, risks, and improvement initiatives to federal leadership.
  • Maintain effective communication with all stakeholders regarding contract execution and operational issues.
  • Ensure integration of safety into all management and operational activities.
  • Maintain compliance with DOE Orders, federal regulations, local procedures, and applicable laws.
  • Promote a safe and secure workplace environment.
  • Ensure protection of classified information, controlled information, personnel data, and government assets.
