About The Position

Community Partnership of Southeast Missouri (CPSEMO) is seeking an experienced and mission-driven SSVF Program Manager to provide leadership, oversight, compliance management, and quality assurance for our Supportive Services for Veteran Families (SSVF) program. The SSVF Program Manager will oversee a program serving Veterans across CPSEMO's 14-county rural service area, ensuring that program operations consistently meet the requirements of the U.S. Department of Veterans Affairs, applicable federal regulations, and CPSEMO policies and procedures. This position is responsible for maintaining strong program performance and ensuring compliance with 38 CFR Part 62, VA SSVF guidance, and applicable NOFO requirements, including eligibility and enrollment requirements. The Program Manager will supervise the SSVF Case Manager and Health Care Navigator, provide ongoing case consultation and quality assurance, monitor program outcomes, oversee the appropriate use of Temporary Financial Assistance (TFA), and ensure accurate and timely HMIS documentation and reporting. The SSVF Program Manager does not maintain a direct caseload. Instead, this position provides the leadership and infrastructure necessary for the SSVF team to effectively prevent and resolve homelessness among Veterans and promote long-term housing stability.

Requirements

  • Bachelor's degree in social work, human services, public administration, healthcare administration, nonprofit management, or a related field; equivalent combination of education and relevant experience may be considered.
  • Minimum of 2 years of experience in program management, case management, social services, housing services, or a related field.
  • Demonstrated ability to supervise and support staff.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities, deadlines, and compliance requirements.

Responsibilities

  • Provide overall leadership and direction for CPSEMO's SSVF program.
  • Ensure program activities are consistent with CPSEMO's mission, policies, and contractual obligations.
  • Oversee daily program operations and ensure services are delivered effectively and efficiently.
  • Develop and maintain systems that support high-quality, housing-focused services.
  • Monitor staffing, workload, program capacity, and service delivery.
  • Supervise and provide regular support, coaching, and performance feedback to the SSVF Case Manager and Health Care Navigator.
  • Conduct regular team meetings, case reviews, and program planning sessions.
  • Promote a collaborative, trauma-informed, and Veteran-centered service environment.
  • Ensure compliance with 38 CFR Part 62, VA SSVF guidance, applicable NOFO requirements, and other federal program requirements.
  • Maintain appropriate program eligibility, documentation, and enrollment practices.
  • Monitor program enrollment to ensure compliance with applicable SSVF eligibility requirements, including the requirement that at least 60% of enrolled households meet Category 2 (literally homeless) eligibility criteria, as applicable under current program guidance.
  • Maintain program records and documentation necessary to demonstrate compliance during monitoring, audits, and reviews.
  • Identify compliance risks and implement corrective actions when necessary.
  • Stay current on changes to VA regulations, SSVF guidance, NOFO requirements, HMIS requirements, and other applicable standards.
  • Develop and maintain internal procedures that support consistent and compliant service delivery.
  • Conduct regular case reviews with SSVF staff to ensure effective service planning and documentation.
  • Monitor adherence to Housing First, Rapid Resolution, and Progressive Engagement principles.
  • Ensure services remain focused on quickly resolving homelessness and achieving housing stability.
  • Provide consultation and guidance to staff regarding complex Veteran households and barriers to housing.
  • Identify trends, service gaps, and opportunities for program improvement.
  • Ensure appropriate coordination between case management, health care navigation, housing resources, and community services.
  • Oversee the appropriate and compliant use of SSVF Temporary Financial Assistance.
  • Ensure TFA is used in accordance with current VA SSVF requirements, program policies, and approved household needs.
  • Review and approve TFA requests and supporting documentation as required.
  • Monitor TFA expenditures and identify potential compliance or budget concerns.
  • Coordinate with CPSEMO's Finance Department to ensure appropriate fiscal tracking and documentation.
  • Ensure financial assistance supports housing stabilization and does not create unnecessary dependency on program funds.
  • Monitor key program performance indicators, including: Housing placement timelines, Housing retention rates, Returns to homelessness, Household enrollment and eligibility, Appropriate use of TFA, Service engagement, HMIS data quality and timeliness.
  • Regularly review program data to identify trends and opportunities for improvement.
  • Develop and implement strategies to improve housing outcomes and program performance.
  • Ensure the program maintains a strong focus on preventing and resolving homelessness rather than simply providing supportive services.
  • Prepare internal and external reports as required.
  • Communicate program performance, challenges, and successes to CPSEMO leadership.
  • Ensure timely, accurate, and complete entry of required program data into HMIS.
  • Monitor data quality and conduct regular reviews to identify missing, inaccurate, or inconsistent information.
  • Ensure staff understand and follow HMIS requirements and CPSEMO data-entry procedures.
  • Coordinate with HMIS administrators and the local Continuum of Care as necessary.
  • Ensure program records and reports accurately reflect services provided and program outcomes.
  • Support preparation for monitoring visits, audits, data reviews, and other compliance activities.
  • Work closely with CPSEMO's Finance Department to monitor program expenditures and ensure appropriate use of grant funds.
  • Assist with budget monitoring and forecasting.
  • Ensure program expenditures are consistent with approved budgets and applicable federal requirements.
  • Assist with grant reporting, documentation, and other fiscal or programmatic requirements.
  • Identify potential budget issues or funding concerns and communicate them to CPSEMO leadership.
  • Develop and maintain effective working relationships with VA staff, VA Medical Centers, Community-Based Outpatient Clinics (CBOCs), the local Continuum of Care, landlords, housing providers, community service organizations, and other stakeholders.
  • Represent CPSEMO's SSVF program at appropriate community and regional meetings.
  • Participate in Continuum of Care activities and collaborative planning.
  • Maintain strong communication with VA and community partners regarding program operations and housing resources.
  • Identify opportunities to strengthen referral networks and improve access to housing and supportive services for Veterans.
  • Provide ongoing supervision, coaching, and professional development opportunities for SSVF staff.
  • Ensure staff receive appropriate training related to SSVF requirements, Housing First, Rapid Resolution, Progressive Engagement, HMIS, TFA, and other applicable program practices.
  • Address performance concerns promptly and consistently.
  • Foster a team culture focused on accountability, collaboration, respect, and measurable outcomes.
