This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Test Operations, Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities. We are seeking a proactive, service-oriented individual with excellent oral, written, interpersonal, and analytics skills who can thrive in a fast-paced environment. As the architect of our infrastructure development program, you will be responsible for creating and managing the operating system that governs how we execute new infrastructure, factory stand-up, and site expansion projects. You will be held accountable for the predictable, on-time, and on-budget delivery of the entire portfolio of new development projects. This is a leadership role for a builder, focused on turning strategic vision into operational reality. You will work to increase the speed and efficiency of the program by supporting the timely delivery, quality, and transparency of data to support program business systems, scheduling tools, budget systems, and production planning tools. The permanent location of this position is Merritt Island, Florida.

Requirements

  • Minimum of a B.S./B.A. degree in engineering, program management, construction management, or a related technical field.
  • Demonstrated experience managing large-scale capital projects, budgets, and logic-linked schedules.
  • Experience with demand planning, change control, risk management, and performance management.
  • Proven ability to build effective working relationships with internal teams and external partners to deliver results.
  • Strong analytical, organization, and problem-solving skills.
  • Excellent computer skills, including JIRA, scheduling tools (e.g., Primavera P6), and the Microsoft Office Suite.
  • Project Management certification (PMP) or ability to obtain certification within 6 months of hire.

Nice To Haves

  • Master's Degree in an engineering discipline (e.g., Industrial, Manufacturing, Mechanical) or an MBA.
  • Professional Engineer (P.E.) license.
  • Experience in a production-focused environment, managing the development of large-scale manufacturing facilities, test stands, or integrated production lines.
  • Experience with Lean Manufacturing and applying its principles to factory layout and process flow.
  • Direct experience with site activation, equipment commissioning, and the transition of new production capabilities to full operational status.
  • Experience managing projects exceeding $50M in value.
  • Familiarity with building information modeling (BIM) software and its integration with factory planning.

Responsibilities

  • Develop, implement, and manage the programmatic operating system specifically for the execution of new factory and site infrastructure projects.
  • Establish and lead the business operating rhythm for the new development portfolio, ensuring alignment from project inception and funding through to activation and handover.
  • Serve as a centralized point of accountability for the on-time, on-budget delivery of the entire portfolio of new infrastructure development projects.
  • Drive the standardization of tools (JIRA, Primavera P6, etc.), stage-gate reviews, and key performance indicators (KPIs) to drive predictability and efficiency in new project delivery.
  • Lead the translation of the long-range site master plan and business unit roadmaps into a portfolio of defined, scoped, and executable development projects.
  • Identify and mitigate systemic risks to the successful execution of the development portfolio, including long-lead procurement for new systems, permitting for new construction, and resource conflicts between major projects.
  • Provide consolidated, executive-level reporting on the progress, challenges, and forward-looking schedule of the infrastructure development program
