PROGRAM DESCRIPTION The Nanaimo Rent Bank provides interest-free, repayable loans to low-to-moderate-income renters living in the Nanaimo region. This homelessness prevention program helps individuals and families remain housed by offering temporary financial support during times of crisis. The ACES (Acquiring Community-Based Employment Skills) provides certificate-based training, along with life skills and employment readiness workshops to individuals facing multiple barriers to employment. The program provides supports for individuals to identify their career goals as well as gain access to courses, training, and job readiness supports to help them achieve those goals. The Rent Bank & ACES Program Manager provides supervision and support to Rent Bank Case Managers and performs administrative functions associated with loan payments, repayments and loan capital management (2.5 days/week); the role also includes the Coordination and direct service of the ACES Program, including providing outreach and facilitating employment assistance, skills-training and education opportunities for ACES clients (2.5 days/week). The Program Manager will apply leadership and innovation as the life force that sustains and enhances our programs. This position will make a difference by meeting the needs of our clients, funders, and regulators. The Program Manager inspires excellence and purpose into the program by planning, organizing, staffing, and monitoring activities that ensure key targets are achieved.

Requirements

  • A bachelor’s degree and/or professional designation, with a minimum of 5 years of applicable or relevant transferable past work experience.
  • Administrative experience and strong administrative skills, including competency in data entry and maintenance of large data sets. This position requires proficiency in Microsoft Excel.
  • Extensive experience and expertise in Community Living, Mental health, and the Criminal justice System.
  • Extensive experience in management of the day-to-day aspects of community-based programs, including case planning, behaviour modification techniques, psychosocial rehabilitative techniques.
  • Sound knowledge of trauma-informed practice and awareness of issues facing diverse communities, including systemic barriers and issues stemming from colonization.
  • Knowledge of community addiction services; experience liaising with criminal justice system, health sector, and/or social services personnel, and working with concurrent disorders and supportive recovery.
  • Experience working with First Nations communities.
  • Excellent written and verbal communication.
  • Knowledge and experience in hiring, training, and supervision of staff.
  • Ability to motivate and organize staff team.
  • Ability to successfully complete a Criminal Records Check and Vulnerable Sector Check.
  • Ability to successfully complete reference check.
  • Ability to provide a record of work history.
  • Current Emergency First Aid Certificate (please refer to the Certificates accepted in B.C. - WorkSafeBC).
  • Class 5 driver’s license.
  • Personal transportation that is in good repair, insured for business up to $1,000,000 for liability, and which can be used to transport client.
  • Candidates must be legally authorized to work in Canada, observe their weekly hours limit if under a temporary or study visa, and provide proof of eligibility if selected for the role.

  • Experience utilizing case management systems, such as SalesForce and Property Boulevard is an asset.

Responsibilities

  • Uploads payment requests to SharePoint, ensuring accuracy of PAD agreements and other client and landlord personal and banking information.
  • Updates and maintains accuracy of Excel spreadsheets associated with client loan repayments, deferrals, NSF’s and any changes in banking information.
  • Implements and communicates all policies and procedures, including developing appropriate manuals, brochures and handbooks.
  • Hires, supervises, evaluates, transfers and terminates staff and/or contractors as necessary to fulfill the program goal in accord with the Collective Agreement with CUPE Local 1936-11 and the Personnel Polices of Connective.
  • Arranges shift schedules, ensuring appropriate staff coverage.
  • Implements a system of staff orientation, supervision, in service training and evaluation.
  • Ensures all appropriate internal daily, monthly, and annual documentation of resource staff and contractor’s files and records are maintained.
  • Track, compile, and maintain accurate expense reports and financial information, providing regular updates to the Senior Manager.
  • Make sure effective, inclusive support programs are designed and maintained.
  • Supports the overall program strategic direction.
  • Implements structural program alterations informed by the Senior Program Manager and representative of program trends.
  • Facilitates person-centered planning opportunities for staff and service users.
  • Developed related program opportunities, available to the individuals in the community.
  • Ensure that funder guidelines, based on all agreed goals and including all steps or success measurement and timelines, are completed.
  • Maintains effective working relationships with related community services, government/stakeholders and agencies.
  • Is knowledgeable of related agencies for effective client referrals and support, especially those in their respective communities.
  • Actively develops volunteer and job placements in the community for ACES participants.
  • Establishes and maintains effective/collaborative relationships in the employment/business sector to garner volunteer or job opportunities for ACES participants.
  • Locates and secures appropriate placement for ACES program participants and monitor/support the participant in their work experience with employment coaching.
  • Provides direct support to employers in hiring and supporting ACES participants to maintain employment including developing training plans.
  • Ensures that the physical facilities fulfill all fire, health and safety regulations.
  • Ensures that the resource(s) is maintained as a clean, pleasant and safe environment.
  • Provide one-to-one outreach support to clients referred to the ACES Program and assist individuals achieve sustainable employment.
  • Works with each participant to develop an individualized plan including identifying training needs, key steps, timelines, resources and milestones to achieve employment or career goals.
  • Completes Intake and Employability Assessments to determine eligibility and suitability for the ACES Program.
  • Conducts in depth assessment of participants training needs (personality, vocational and essential skills assessments).
  • Based on individual need, provides a combination of employment assistance services, skills development training, and/or wage subsidies in order for each participant to achieve the expected participant outcomes.
  • Ensures all skills training and employment activities will enhance and support participants to acquire the skills, experience and credentials required to secure Sustainable Employment or move on to further education and training leading to Sustainable Employment; the training must be aligned with the needs and level of employability of the participants for the program.
  • Functions as an Occupational Safety and Health (OSH) employer representative and may co-chair OSH committee.
  • Attends the health and safety training sessions for supervisors.
  • Participates as the organization’s representative in health and safety investigations mandated by statutory authorities or as directed by the organization.
  • Supports Connective’s OSH initiatives.
  • Other duties may be assigned by the Senior Manager or designate based on operational and programmatic needs.
