About The Position

The School District of Philadelphia is seeking a Program Manager for Operations & Grant Development. This role is responsible for coordinating, planning, and directing staff engaged in training and technical assistance for prevention, intervention, and behavioral health services. The Program Manager will oversee the response to behavioral health emergencies/crises and the aftermath of traumas affecting school communities. This is a non-union position within the Prevention & Intervention Department, with a salary range of $71,717 - $92,980.

Requirements

Master’s degree from an accredited college or university in social services or behavioral health.
Five years of full-time, paid, professional experience in social services or behavioral health which have included the responsibility developing training for staff in the areas of prevention, intervention, and/or behavioral health.
OR
Bachelor’s degree from an accredited college or university in social services or behavioral health.
Seven years of full-time, paid, professional experience in social services or behavioral health which have included the responsibility developing training for staff in the areas of prevention, intervention, and/or behavioral health.

Responsibilities

Coordinates and provides guidance to staff engaged in various activities which support prevention, intervention, and behavioral health; ensures that training is effective in meeting assessed needs and achieving departmental and District objectives.
Collaborates with the Pennsylvania Department of Education advisors to assist with the development and maintenance of policies and procedures that comply with the Commonwealth of Pennsylvania’s training standards for SAP.
Develops and facilitates training for principals and school-based staff to support the development of positive learning environments using research-based models.
Provides oversight for the District’s behavioral health emergency response with the City’s Department of Behavioral Health to ensure appropriate risk assessment, intervention and aftercare coordination.
Participates in the development and implementation of the database system used to document student-level intervention through the District’s Response to Instruction and Intervention (RtII).
Participates in the development and implementation of evidence-based models for school climate, prevention and intervention such as Positive Behavior Support, Bullying Prevention, Restorative Practices, and Peer Mediation.
Works with stakeholders to coordinate and guide the delivery of school-based behavioral health services.
Collaborates with the City of Philadelphia’s major child-serving systems; supports interagency collaboration and resource development on behalf of District students and families.
Collaborates with other District offices to support an integrated approach to prevention, intervention and aftercare which removes barriers to learning and promotes success.
Manages grants and ensures compliance with guidelines.
