About The Position

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections. BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The NYC Condom Availability Program (NYCAP) works toward improving the accessibility, availability and acceptability of safer sex products for all sexually active residents of New York City. The program works to accomplish these goals by: providing male condoms and other safer sex products to traditional and non-traditional venues, providing Condom 101 trainings and presentations at health departments, social service organizations, and other non-profits, and managing condom distribution contracts across the five boroughs of New York City. In 2023, NYCAP was responsible for the distribution of over 23 million safer-sex products across the five boroughs of NYC.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above.

  • Ability to work with end-users and managers of operational programs as well as technical staff and direct multidisciplinary project teams
  • The ability to work effectively with a diverse staff of scientists, clinicians, program managers and service providers within the DOHMH and at external agencies

Responsibilities

  • Direct supervision of the Community Outreach Distribution and Education (CODES) Team Manager and the Condom Contracts Coordinator.
  • Support (CON) Contracts and NYC Safer Sex Portal Salesforce database management and evaluation activities.
  • Supervise the provision and coordination of technical assistance, as required, for the Enhanced Distribution of Safer Sex Products Among Communities Disproportionately Impacted by HIV in New York City (CON)contracts.
  • Develop and maintain collaborative relationships with Public Health Solutions and/or other entities as required to further the goals of funded CON activities.
  • Support the planning, development, and implementation of program’s data analysis and research activities.
  • Work with the Director of NYCAP to serve as the agency's scientific and technical expert on condom distribution and related HIV prevention activities.
  • Provide technical assistance/training/information related to NYCAP's condom distribution program to health departments and community-based organizations as a subject matter expert through DOHMH's Capacity Building Assistance (CBA) Program.
  • As requested, represent NYCAP at relevant internal and external meetings and special events.
  • Other duties as assigned.
