The Program Manager III (Flood Management Program Division Chief) will be responsible for managing the State’s Flood Management Program. This position will provide technical assistance, guidance, and training to a diverse staff of senior and lower-level Regulatory and Compliance Engineers and Natural Resource Planners responsible for the administration of the National Flood Insurance Program (NFIP). This position will oversee staff that administers the Federal Emergency Management Agency’s (FEMA) Community Assistance Program (CAP) for more than 130 Maryland communities in Maryland. This includes providing guidance to staff regarding the appropriate technical assistance, outreach, and training to each community in the NFIP program. The Flood Management Program Division Chief will supervise staff that administers FEMA’s Cooperating Technical Partners (CTP) Program for mapping the State’s 100-year floodplain, including the preparation of applications and securing grant funding annually for mapping projects from FEMA Region III. The position will provide strategic oversight in the development of Maryland’s flood-related watershed studies and flood management plans. The Flood Management Program Division Chief will provide technical assistance and guidance to the Comprehensive Flood Management Grant Program. This position will also coordinate with other state agencies including Maryland Department of Emergency Management, Maryland Department of Planning, Maryland Department of Natural Resources, Maryland Insurance Agency, Maryland Department of Transportation regarding flooding and flood related programs. This position involves the following working conditions: Exposure to uncomfortable or unpleasant surroundings, including outdoor environments. Site visits may be conducted in all kinds of inclement weather. Exposure exists to insect bites/stings, poisonous plants, chiggers, “seed” ticks, snakes, and wild and domesticated animals. Exposure to hazardous conditions that may result in injury. Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks. Physical demands such as lifting 50 pounds or more, climbing ladders, and carrying equipment. Required use of protective equipment—such as goggles, gloves, and masks—during site visits. This position will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.

Requirements

  • EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.
  • EXPERIENCE: Five (5) years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.
  • Professional or scientific experience related to natural resources, environment, or public health may be substituted on a year-for-year basis for education.
  • One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.
  • All Applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.
  • You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you applied.
  • All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.

Nice To Haves

  • Significant experience (2–5+ years) in floodplain management, hazard mitigation, or NFIP administration.
  • Experience in federal grants management, including monitoring and fiscal control.
  • Experience in policy development, interpreting, and applying state/federal regulations.
  • Proficiency in Geographic Information Systems (GIS) mapping software.
  • Knowledge of flood risk mapping, hydrology, and hydraulic modeling.
  • Understanding of FEMA Community Rating System (CRS) and Flood Insurance Rate Maps (FIRMs).
  • Ability to communicate complex technical information to the public, local officials, and stakeholders.
  • Experience in providing training, workshops, or public education.
  • Strong organizational skills to handle multiple projects and meet tight deadlines.
