About The Position

The Program Manager I position will be responsible for the implementation of the SAMHSA System of Care (SOC) Grant, as well as application for additional grants. This position will continue implementation of the SAMHSA grant, supervision of staff, and leadership in all areas of the project.

Requirements

  • Master's degree in the area of assignment from an appropriately accredited institution and three years of experience in a closely related program.
  • OR Bachelor's degree in the area of assignment field from an appropriately accredited institution and five years of experience in a closely related program.
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Demonstrate experience providing direct behavioral health services to children and families in the publicly funded continuum of care in NC or other states.
  • Working knowledge of the policies, procedures and funding mechanisms of the state and or federal programs that govern mental health and co-concurring disabilities.
  • Demonstrated experience coordinating with other child serving system partners such as schools, child welfare, juvenile Justice, public health, managed care, and pediatrics in order to meet the behavioral health needs of children and families.
  • Demonstrated experience managing behavioral health projects, programs, or initiatives.
  • Understanding of core principles of System of Care.

Responsibilities

  • Designing ways for NC SOC to support and improve service delivery systems statewide for children & adolescents, including transitional age youth.
  • Developing appropriate and timely solutions when concerns are raised by programs providing services to HFW teams, community collaboratives, and/or other stakeholders
  • Reframing the child system of care from an approach and philosophy to a concrete tool for the state and contracted managed care entities and the child and family specialty plan to use to reduce use of costly residential, crisis, and inpatient services
  • Monitoring and improving NC SOC support of child and youth-serving programs
  • Development and Oversight of SOC Collaborative Support Plan
  • Oversight (review and approval) of SOC Collaborative program/project applications
  • Oversight/Completion of the Semi-Annual Reports
  • Oversight/monitoring and meeting with Grantees, reviewing and approving Scope of Work and Budgets
  • Develop and Monitor SAMHSA Budget (including monitoring monthly expenditures, etc.)
  • Working closely with other Department staff as well as other Stakeholders in SOC planning
  • Grant writing
