About The Position

Sun Street Centers is seeking a qualified and experienced Program Manager I or II to oversee the daily operations of its Salinas Men’s Residential program. This position is responsible for the administration, supervision, coordination, implementation, evaluation, and continuous improvement of residential substance use disorder treatment services. The Program Manager provides leadership and operational oversight to ensure that services are delivered in accordance with program requirements, contractual obligations, regulatory standards, and Sun Street Centers’ policies and procedures. This position oversees staffing, client services, admissions, facility operations, quality assurance, compliance, budgeting, safety, and program outcomes. The successful candidate will support Sun Street Centers’ mission by promoting trauma-informed, culturally responsive, evidence-based, recovery-oriented services that strengthen client engagement, retention, health, wellness, and long-term recovery. The Program Manager will collaborate with clinical, medical, residential, and recovery support staff, as well as County Behavioral Health Departments, referral partners, courts, probation departments, healthcare providers, and community agencies.

Requirements

  • Bachelor’s degree in a related field and two years of supervisory experience working with individuals affected by alcohol and/or drug addiction; or An approved equivalent combination of education and experience.
  • Knowledge of substance use disorders, co-occurring disorders, recovery principles, social-model programming, and evidence-based treatment practices.
  • Knowledge of residential treatment operations and ASAM Criteria.
  • Knowledge of DHCS, DMC-ODS, Medi-Cal, CARF, HIPAA, 42 CFR Part 2, and related compliance requirements.
  • Strong leadership, supervision, coaching, team-building, organizational, and problem-solving skills.
  • Ability to manage multiple priorities in a residential treatment environment.
  • Ability to analyze operational information, identify trends, and support program improvement.
  • Excellent verbal, written, and interpersonal communication skills.
  • Ability to work effectively and respectfully with individuals from diverse backgrounds.
  • Proficiency with electronic health record systems and Microsoft Office applications.
  • Experience with AVATAR or a similar electronic health record system.
  • Valid California driver’s license.
  • Current automobile insurance that meets agency requirements.
  • Ability to meet Sun Street Centers’ insurability standards.
  • Ability to respond appropriately to emergencies, facility concerns, and client crises.
  • Employees may be required to undergo fingerprinting and obtain clearance through the California Department of Justice.

  • Substance Use Disorder Counselor certification or registration is preferred.

Responsibilities

  • Manage the day-to-day operations of the Salinas Men’s Residential program.
  • Ensure services are delivered in accordance with program policies, treatment philosophies, contractual requirements, and applicable regulations.
  • Monitor admissions, discharges, referrals, waitlists, residential census, treatment engagement, retention, and successful completion outcomes.
  • Maintain a safe, therapeutic, culturally responsive, and recovery-oriented residential environment.
  • Provide direct supervision, leadership, coaching, training, and professional development to assigned employees.
  • Participate in the recruitment, interviewing, hiring, onboarding, supervision, mentoring, and evaluation of residential program staff.
  • Conduct staff meetings and routine supervisory sessions.
  • Collaborate with the Program Director and Clinical Supervisor regarding staffing, client services, program operations, and workforce planning.
  • Coordinate services with clinical, medical, residential, and recovery support staff.
  • Support appropriate client orientation, admission, treatment, discharge, and continuing-care processes.
  • Assist in responding to client grievances, complaints, incidents, crisis situations, and emergencies.
  • Monitor program documentation, billing practices, service quality, and performance expectations.
  • Conduct or participate in program audits, quality assurance reviews, licensing reviews, site visits, and accreditation activities.
  • Implement corrective action plans and quality improvement activities when needed.
  • Support compliance with Department of Health Care Services, Drug Medi-Cal Organized Delivery System, Medi-Cal, ASAM Criteria, CARF Accreditation Standards, HIPAA, 42 CFR Part 2, County contract requirements, and Sun Street Centers’ policies and procedures.
  • Assist with program budgets, expenditures, purchasing, inventory, staffing allocations, contract deliverables, and efficient use of resources.
  • Monitor facility operations and coordinate repairs, safety concerns, and operational needs with appropriate personnel.
  • Maintain emergency preparedness, infection prevention, workplace safety, and risk-management practices.
  • Develop and maintain productive relationships with hospitals, behavioral health programs, courts, probation departments, healthcare providers, referral partners, and community organizations.
  • Prepare operational reports, performance summaries, and other required program documentation.
  • Participate in management meetings, strategic planning, organizational development activities, and agency-wide initiatives.
  • Perform other duties as assigned.
