About The Position

The Program Manager, HR Compliance is a subject matter expert responsible for helping strengthen Zillow's HR compliance program across a defined and expanding portfolio of programs. This role supports regulatory monitoring, risk assessment, and policy governance work that allows the team to monitor and respond to changes in employment laws and regulations, identify, assess, and mitigate compliance risk, and equip HR partners with the guidance they need to operate compliantly. You will establish standards, playbooks, and controls for teams to execute against.

Requirements

  • 4+ years of experience in HR compliance, employment law operations, or a related field with direct exposure to compliance program management
  • Working knowledge of U.S. employment laws and regulatory frameworks, including FLSA, EEO, FCRA, and related requirements
  • Experience with compliance risk identification, gap assessment, or audit coordination
  • Demonstrated ability to manage HR policy governance processes, including review cycles, version control, and legal alignment
  • Strong organizational and project management skills, with a track record of managing multiple concurrent compliance programs
  • Experience with Workday or a comparable HRIS

  • Background in audit readiness, regulatory response, or compliance documentation standards

Responsibilities

  • Monitor new and emerging employment regulations across U.S. federal, state, and international jurisdictions
  • Develop and maintain a compliance register and ownership mapping, ensuring risks and obligations are documented, assigned, and tracked
  • Develop and maintain compliance playbooks and operating standards that serve as the authoritative reference for operational teams executing programs
  • Support international employment compliance governance across multiple jurisdictions, partnering with regional HR and People Legal on country-specific regulatory obligations
  • Maintain audit-ready compliance controls and documentation across the program portfolio; coordinate internal and external audit activity, owning documentation standards, evidence organization, and audit response coordination in partnership with People Legal
  • Support preparation and submission of statutory government reports, including mandated federal and state workforce filings
  • Serve as a subject matter expert and advisory resource for stakeholder teams on compliance requirements
  • Establish and communicate the compliance guardrails that operational teams execute against, ensuring consistent application of standards across programs
  • Support development and implementation of actionable, accessible guidance
  • Contribute to compliance education efforts, helping stakeholders understand the intent and practical application of requirements
