About The Position

The Program Manager Housing Services plays a pivotal role in overseeing and enhancing housing programs that support vulnerable populations within the healthcare and social assistance sectors. This position is responsible for ensuring that housing services are effectively planned, implemented, and evaluated to meet community needs and regulatory requirements. The Program Manager will collaborate with multidisciplinary teams, community partners, and stakeholders to develop innovative solutions that improve housing stability and health outcomes. They will also manage budgets, monitor program performance, and lead continuous quality improvement initiatives. Ultimately, this role aims to create sustainable housing programs that contribute to the overall well-being and independence of individuals and families served.

Requirements

  • Bachelor’s degree in Business Administration, Public Health, Health Care Management or a related field.
  • Requires at least 5 years of experience in the healthcare or social assistance industry.
  • Current and valid professional LVN, RN or LCSW licensure in the State of CA.
  • Requires knowledge of and experience working with community agencies and programs.
  • Prior program management experience at least 2-3 years in program management, including compliance and reporting requirements.
  • Requires experience with Medi-Cal/Medicaid/Medicare government programs experience.
  • Relevant experience may substitute educational requirement on a year-for-year basis.

Nice To Haves

  • Master’s degree in Public Health, Social Work, Healthcare Administration, or related discipline.
  • Experience working with vulnerable populations such as homeless individuals, seniors, or persons with disabilities.
  • Familiarity with grant writing and fundraising to support program sustainability.
  • Proficiency in data management systems and program evaluation methodologies.
  • Certification in project management (e.g., PMP) or relevant professional credentials.

Responsibilities

  • Develop, implement, and manage housing service programs aligned with organizational goals and community needs.
  • Coordinate with healthcare providers, social service agencies, and community organizations to ensure integrated service delivery.
  • Monitor program budgets, prepare financial reports, and ensure compliance with funding requirements and regulations.
  • Lead data collection and analysis efforts to evaluate program effectiveness and inform strategic planning.
  • Supervise and support program staff, providing training, guidance, and performance evaluations.
  • Engage with stakeholders to build partnerships, secure resources, and advocate for housing services.
  • Prepare detailed reports and presentations for senior leadership, funders, and community partners.
  • Identify opportunities for program growth and innovation to enhance service quality and reach.
