Bill Wilson Center provides services to children, youth, young adults, and families in Santa Clara County. Additionally, we reach clients through our street outreach and crisis line programs. Bill Wilson Center programs focus on housing, mental health care, supportive services, and advocacy. The Program Manager will provide supervisory oversight and management of Bill Wilson Center’s Interim Housing Program. Working closely with the Division Director, the Program Manager provides overall leadership and management of the Interim Housing day-to-day operations, including supervising program staff, developing and managing program budgets, creating, implementing, and maintaining policies and procedures, supporting grant and contract compliance efforts, and ensuring seamless integration of services with other agency programs.

Requirements

  • Bachelor’s Degree or equivalent combination of education and supervisory experience.
  • Experience with housing programs, working with unhoused clients, culturally diverse population desired.
  • One or more years’ managerial experience preferred.
  • Must be efficient and organized.
  • Driving is a requirement of the job. Must have possession of current driver’s license, access to a vehicle and personal automobile insurance.
  • Current CPR and First Aid Certification required (or complete within 30 days of hire).
  • Fingerprinting/background check as required by the Department of Justice and/or Title XXII regulations.
  • TB test required.
  • Ability to work with basic mathematical concepts as required for reporting.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software.
  • Regular in person attendance is a requirement of the position.

Responsibilities

  • Provide managerial leadership, oversight and coordination of the Interim Housing Shelter.
  • Recruitment, training and professional development of all staff members on the team.
  • Handle all aspects of Interim Shelter.
  • Ensure that site is neat and tidy and report all maintenance or safety issues to Director or Facilities Manager immediately.
  • Provide day-to-day support for staff.
  • Meet with staff regularly to review accomplishments, needs, questions, etc.
  • Weekly one on one with staff.
  • Conduct initial 6-month reviews for new hires and annual performance reviews for staff.
  • Oversee staff activities, including performance management such as; quarterly OKR’s (Objectives Key Results) and conduct semi-annual performance reviews.
  • On-call for program staff 24x7.
  • Conduct weekly house meetings for clients residing in Interim.
  • Comply with all agency financial and accounting protocol and procedures.
  • Attend and participate in meetings and work groups as required for program.
  • Participate in agency Program Quality Improvement activities and initiatives.
  • Work collaboratively with Bill Wilson Center staff in other programs and our community partners in areas such as mental health, social services, probation, employment, and education in order to ensure that clients are connected to required services.
  • Ensure programs are meeting their required outcomes and goals.
  • Complete monthly, quarterly, yearly and all other reports required by the grant and the agency.
  • Ensure that services by all team members are in alignment with agency standards and BWC values utilizing trauma informed care principles and strategies.
  • Train Interim program staff to complete intake, documentation, assessments including VI-SPDAT, case notes and maintain files in compliance with agency and grant standards.
  • Enter and monitor data into AWARDS and HMIS as required ensuring that the data matches in both databases.
  • Participate in agency program quality improvement activities and initiatives.
  • Regular in person attendance is a requirement of the position.
