3.3.40.2 The contractor will be capable of performing all tasks in Paragraph 3.2.2 in addition to the following: 3.3.40.3 The Contractor will work closely with the Senior Material Leader and Branch Leadership to create the organization’s vision, communicate its intent and value across the Enterprise (within the High-Altitude Division and across all partners) and implement innovative efforts that improve current programmatic operations in order to achieve that vision. Ensures communications are appropriate for the intended audience, Contract: FA862224FB002 Attachment 1 – Performance Work Statement 22 April 2024 Page 91 of 149 system-agnostic, mission-focused, consistent with the leader’s intent and aligned with previous narratives. 3.3.40.4 The Contractor will develop and sustain templates for use across the High-Altitude Division that possess a contemporary design and enable consistent voice across internal and external communications. 3.3.40.5 The Contractor will analyze, design and develop Enterprise-level solutions focusing on streamlining processes across all aspects of the organization and evolves programmatic strategies that enable a digital acceleration and transformation of tools and processes. 3.3.40.6 The Contractor will lead the analysis and communication of organizational trends and Key Performance Indicators impacting process deliverables and operational deliveries within Enterprise and commercial partner relationships; support qualified findings and formulate recommendations and collective action items driving positive impacts and sustainable results. 3.3.40.7 The Contractor will advise leadership on both big-picture and tactical matters, focusing on how technology and innovation opportunities can enable a wide range of value-based outcomes. The Contractor will leverage resources across the DoD and commercial entities to formulate and implement innovative strategies and best practices to resolve the Enterprise’s most challenging issues within budgetary constraints. 3.3.40.8 The Contractor will plan, design and implement organization Learning and Development by analyzing organizational needs for development. The Contractor will further align training opportunities with organization strategies and conduct training sessions to familiarize the Enterprise with new processes and tools, and coach a consistent culture of advancement. 3.3.40.9 The Contractor will guide and advise leadership on the alignment of IT strategies with operational requirements; establish and implement roadmaps enabling the integration and implementation of innovative technical solutions. 3.3.40.10 The Contractor will drive change initiatives that posture the organization for future growth and transformation by forging new working relationships with external partners in order to recognize synergies and streamline DoD-wide processes.
