Requirements

  • Knowledge of local government operations, including policy development and decision-making processes.
  • Strong analytical skills, with demonstrated program management skills.
  • Ability to take initiative and manage multiple projects simultaneously.
  • Knowledge of all facets of community development, social housing, Reaching Home, OSSI, FCSS, council approved plans and policies, and other directives where required, including reporting on metrics and outcomes.
  • Ability to operate within a politically sensitive environment and deal with sensitive and confidential issues.
  • Advanced written and verbal communication skills and the ability to effectively prepare and present in a variety of settings.
  • High proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).
  • Excellent interpersonal skills, with the ability to provide interdepartmental leadership and build relationships with diverse stakeholder groups such as other levels of government, Indigenous groups, and members of the public.
  • Ability to respond effectively to rapidly changing situations, priorities, and simultaneous demands.
  • Innovative problem-solving skills, with the ability to maintain composure, diplomacy, and a positive outlook during periods of stress in a demanding work environment.
  • Degree in Social Sciences, Gender Studies, Human Resources, Public Administration, or a related field.
  • Five (5) years of concentrated and progressive experience in community homelessness and/or community and social services is required.
  • Experience related to social housing, social capital, FCSS processes, systems thinking, evaluation, developing and maintaining stakeholder relationships, and grant compliance is required.
  • Submission of a Criminal Record Check.

  • Experience working with equity deserving groups is an asset.
  • Familiarity with GBA+ analysis or other inclusion lens/tools is an asset.
  • Experience working in a public-sector environment with unionized and non-unionized employees considered an asset.

Responsibilities

  • Provides strategic guidance and leadership in support of assigned portfolio and any applicable funding directives, ensuring standards for planning, support, and evaluation are met.
  • Provides regular reporting and updates to manager, analyzing information from a variety of sources and presenting in a concise manner.
  • Facilitates meetings and conducts reviews to ensure policy, strategic priorities, and funding objectives are met.
  • Identifies emerging issues, recommends effective responses, shares complex information in an accessible and understandable manner, as well as assists with overall service delivery.
  • Manages complex issues that may include political consideration.
  • Works collaboratively with department staff and community partners, providing advice that is consistent, innovative, and strategic.
  • Organizes and chairs meetings with internal stakeholders in support of the coordination of related work.
  • Recognizes opportunities to meet municipal objectives through partnerships with internal stakeholders.
  • Ensures stakeholders receive timely, professional, and comprehensive information related to assigned portfolio, i.e., Reaching Home, OSSI, FCSS, council approved plans, or other requirements.
  • Anticipates and responds to issues and shares pertinent information in an effective manner while upholding confidentiality, displaying professionalism, and maintaining the values of the Municipality.
  • Assists with the moderation and facilitation of presentations as required in collaboration with the other department staff.
  • Assists in the preparation and delivery of council updates for assigned portfolio.
  • Prepares briefing notes, presentations, and reports as required for Council and the Senior Leadership Team.
  • Responsible for overall program delivery with direct involvement in daily operations and overall administration, the incumbent works collaboratively to identify risks and opportunities across multiple funded projects/initiatives within the community.
  • Identifies and analyzes potential issues that may develop and recommends effective responses.
  • May potentially be involved in confidential matters including committee participation, operational reviews, and business planning.
  • Oversee and provide guidance to staff, contractors, and consultants as required.
